The basic problematic of this study, which examines the place and function of the Human Rights and Equality Institution of Turkey (HREIT) in Turkish public administration, is the question of “Will HREIT play an effective role in the prevention of human rights violations in Turkey?” The research question based on this problematic is the allegation that “HREIT plays an important role in the prevention of human rights violations and the adoption of human rights in Turkey.” The aim of the study, which uses quotations and indirect research methods and makes secondary data and content analysis in this context, is to explain the concept of human rights and the developments with regard to human rights in Turkey and reveal the place and function of HREIT in Turkish public administration in detail. The study first examines the basic concepts, then the institutional structure and duties of the HREIT, and finally makes a general evaluation and gives the criticisms and suggestions about the national human rights institutions. As a result of the study, data that could answer the research question of the study were compiled. The study concluded that HREIT could play an important role in preventing human rights violations. However, various reforms should be made within the framework of the Paris Principles to be able to undertake such a mission and achieve the expected performance
