1950’li
yıllarda ekonomik alandaki olumsuzlukların üstesinden gelebilmek için Taiichi
Ohno tarafından uygulamaya konulan ve Toyota Üretim Sistemi (Toyota Production
System) olarak da bilinen yalın üretim kavramı, hem mal hem de hizmet
sektöründe uygulanabilen bütüncül bir yaklaşımı ifade eden yalın yönetim
yaklaşımının temelini oluşturmaktadır. Yalın yönetim yaklaşımı, esasen işletmelerin operasyonel süreçlerinde katma değer
yaratmayan faaliyetlerin azaltılarak
organizasyonların yapısının müşterilerin istek ve ihtiyaçlarına daha iyi cevap verebilmesi
amacıyla sürekli iyileştirme felsefesine dayanan bir yaklaşım olarak
tanımlanabilmektedir. Organizasyonlara gereksiz stok oluşumunu engellemesi ve
israfa neden olan maliyetlerin azalmasını sağlaması gibi önemli avantajları
bulunan yalın yönetim yaklaşımının sağlık hizmetleri sektöründe de uygulanması
önemli hale gelmiştir. Bu önemin sebepleri arasında sağlık hizmetlerinde
sürekli artan maliyetleri kontrol altına alabilmek, hizmet kalitesini artırmak
vb. gösterilebilir. Yalın yönetim yaklaşımının sağlık hizmetlerinde
uygulanabildiğini ortaya koymak amacıyla yapılan bu çalışmanın, sağlık hizmetlerinin geliştirilmesi için sağlık
sektöründeki karar vericilere faydalı bir rehber olacağı düşünülmektedir.
