YENİ KAMU İŞLETMECİLİĞİ KAPSAMINDA YENİ KURUMSAL İKTİSAT ANLAYIŞININ KAMU KURUMLARI ÜZERİNDEKİ ETKİSİ

Öz

Bu makale ile, Yeni Kamu İşletmeciliği (YKİ) anlayışı kapsamında Yeni Kurumsal İktisat anlayışının kamu kurumları üzerindeki etkileri tespit edilmeye çalışılmıştır. Bu etkiler Anglosakson ülkeler başta olmak üzere YKİ anlayışından kapsamlı bir şekilde etkilenen birçok ülkede gözlenmektedir. Bu kapsamda literatür incelemesi yapılarak bahsi geçen dönüştürücü etkilerin nitelikleri ve kapsamı belirlenerek ortaya çıkan kurumsal dönüşümün kendi içerisindeki gelişim aşamaları değerlendirilmiştir. Ortaya çıkan bulgular Yeni Kamu İşletmeciliğinin ilk döneminde kurumsal düzen üzerinde etkili olan Yeni Kurumsal İktisata dair ilke ve önermelerin reformun ilerleyen yıllarında kimi alanlarda azaldığını kimi alanlarda ise tamamen uygulamadan kaldırıldığını göstermektedir. Makro perspektiften değerlendirildiğinde bu durumun YKİ sonrası işletmecilik anlayışı ve geleneksel kurumsal yapının sentezine dayanan eşgüdüm odaklı geri çekiliş dönemini açıklayan önemli faktörlerden biri olduğu görülmektedir.

THE EFFECT OF THE NEW INSTITUTIONAL ECONOMICS ON PUBLIC INSTITUTIONS WITHIN THE SCOPE OF NEW PUBLIC MANAGEMENT

Öz

This article aims to determine the effects of New Institutional Economics on public institutions within the scope of New Public Management (NPM). These effects are observed in many countries that are extensively affected by the concept of NPM, especially in Anglo-Saxon countries. In this context, by making a literature review, the characteristics and scope of the aforementioned transformative effects are determined and the development stages of the emerging institutional transformation are evaluated. The findings show that the principles and propositions of New Institutional Economics, which were effective on institutional design in the first period of New Public Management, are either decreased in some areas in the following years of the reform, or completely removed from practice. When evaluated from a macro perspective, it is seen that this situation is one of the important factors explaining the coordination-oriented withdrawal period of the Post-NPM.
