ÇÖLYAK HASTALIĞININ EKONOMİK YÜKÜ VE DEVLETİN MALİ MÜDAHALE ARAÇLARI: KÜRESEL DENEYİMLER VE TÜRKİYE İÇİN ÖNERİLER

Öz

Çölyak hastaları, hayat boyu glütensiz beslenme gereksinimleri nedeniyle doğrudan ve dolaylı ekonomik maliyetlerle karşı karşıya kalmaktadır. Doğrudan maliyetler arasında glüten içermeyen ürünlerin muadillerine göre yüksek fiyatları ve çölyak hastalığının neden olduğu diğer hastalıkla ilgili sağlık harcamaları yer alırken, dolaylı maliyetler iş gücü kaybı, üretkenlik azalması ve sosyal dışlanma gibi unsurları içermektedir. Çalışmada, farklı ülkelerde çölyak hastalarına yönelik mali destek mekanizmaları, vergi indirimleri ve sübvansiyonlar gibi devlet müdahaleleri incelenmiştir. Türkiye’deki destek politikaları bu uygulamalarla karşılaştırılarak eksiklikler ve iyileştirme alanları belirlenmiştir. Bulgular, Türkiye'de çölyak hastalarına yönelik mali desteklerin günün koşullarına uygun olmadığını ve ekonomik yükü hafifletmek için daha kapsayıcı politika araçlarının geliştirilmesi gerektiğini ortaya koymaktadır. Çalışma, sosyal devlet anlayışı çerçevesinde çölyak hastalarının ekonomik yükünü azaltmaya yönelik politika önerileri sunarak kamu maliyesi ve sağlık ekonomisi açısından katkı sağlamayı amaçlamaktadır.

THE ECONOMIC BURDEN OF CELIAC DISEASE AND STATE FISCAL INTERVENTION TOOLS: GLOBAL EXPERIENCES AND RECOMMENDATIONS FOR TÜRKİYE

Öz

Celiac patients face both direct and indirect economic costs due to their lifelong requirement for a gluten-free diet. Direct costs include the higher prices of gluten-free products compared to their regular counterparts, as well as healthcare expenses related to other diseases caused by celiac disease. Indirect costs, on the other hand, encompass labor force losses, decreased productivity, and social exclusion. This study examines various government interventions for celiac patients in different countries, such as fiscal support mechanisms, tax reductions, and subsidies. By comparing Türkiye’s existing support policies with these practices, shortcomings and areas for improvement have been identified. The findings indicate that financial support for celiac patients in Türkiye is not in line with current economic conditions and that more inclusive policy tools should be developed to alleviate their economic burden. Within the framework of the social state principle, this study aims to contribute to public finance and health economics by offering policy recommendations to reduce the economic burden on celiac patients.
