TERÖRİZM ÜZERİNE

This study is based on two pre-acceptances. The first is that “the international system is anarchic” and the second is that “states are interest-oriented actors”. Based on these pre-acceptances, a theoretical examination has been conducted in the study on the issue that states’ support for terrorism due to their interests in the anarchic international system has almost become normalizing. The aim of this study is to produce an answer to the question “Can terrorism be conceptualized as a purely external security issue in today due to the state support given to terrorism?” In fact, this question is like a criticism against the “internationalization of the counterterrorism” approach. As a matter of fact, it is hoped that the study will generate a discussion on this issue. In the study, it is proposed to answer this research question based on the concept of “power”. Because the fact that states, which are legitimate actors of the international system, can cooperate with terrorist organizations, which are illegitimate actors, is a very clear indication that other states cannot be trusted in the counterterrorism. It should be assumed that states that do not refrain from supporting terrorism will not willingly contribute to the counterterrorism of other states. In this case, when the issue of counterterrorism is internationalized, states should be forced to contribute to the combat of other states against terrorism. The way to do this is to be strong in the international arena. For this reason, the combat of weak states against terrorism is fraught with difficulties. In the current international system where the nation-state structure is challenged, weak states are generally lone actors. In this respect, international understandings and approaches may have drawbacks for them. In order to use public resources effectively and efficiently, weak states should see the counterterrorism more as an internal security issue. However, institutionalizing the issue as a pure internal security issue may not be an effective strategy either. This strategy also carries great risks. Its social costs should be taken into consideration. The counterterrorism should be carried out by valuing states’, “own scale” and “self-help” policies. Because we do not have enough evidence while terrorism is globalizing, in the same time counterterrorism is also globalizing.

Bu çalışma iki ön kabule dayanır. Bunların birincisi “uluslararası sistemin anarşik olduğu”, ikincisi ise “devletlerin menfaat-merkezli aktörler oldukları”dır. Çalışmada bu iki ön kabule dayanarak, devletlerin anarşik uluslararası sistemde menfaatleri gereğince terörizmi desteklemelerinin neredeyse normalleştiği hususunda kuramsal düzlemde bir inceleme yapılmıştır. Bu incelemenin amacı “Terörizme verilen devlet desteği nedeniyle günümüzde terörizm salt bir dış güvenlik meselesi olarak kavramlaştırılabilir mi?” sorusuna cevap üretmektir. Aslında bu soru “terörizmle mücadelenin uluslararasılaştırılması” yaklaşımına karşı bir eleştiri niteliğindedir. Nitekim çalışmanın bu konuda bir tartışma üretmesi umulmaktadır. Çalışmada bu araştırma sorusunun “güç” kavramı temelinde cevaplanması önerilmiştir. Zira uluslararası sistemin meşru aktörleri olan devletlerin gayri meşru aktörler olan terör örgütleriyle iş birliği içerisine girebilmeleri terörizmle mücadelede diğer devletlere mutlak surette güvenilemeyeceğinin çok açık bir göstergesidir. Terörizmi desteklemekten imtina etmeyen devletlerin başka devletlerin terörizmle mücadelesine istekli biçimde katkı vermeyecekleri varsayılmalıdır. Bu halde terörizmle mücadele meselesi uluslararasılaştırıldığında devletler başka devletlerin terörizmle mücadelesine katkı vermeye mecbur bırakılmalıdırlar. Bunun yolu uluslararası alanda güçlü olmaktan geçer. Zayıf devletlerin terörizmle mücadelesi bu nedenle zorluklarla doludur. Ulus-devlet yapısına meydan okunan mevcut uluslararası sistemde zayıf devletler genellikle yalnız aktörlerdir. Bu bakımdan uluslararası anlayışlar ve yaklaşımlar onlar için sakıncalar içerebilir. Zayıf devletler kamu kaynaklarını etkili ve verimli biçimde kullanabilmek için terörizmle mücadele meselesini daha ziyade iç güvenlik meselesi olarak görmelidirler. Ancak meseleyi salt bir iç güvenlik meselesi olarak kurumsallaştırmak da etkili bir strateji olmayabilir. Bu stratejinin de büyük riskleri vardır. Bunun sosyal maliyetleri dikkate alınmalıdır. Terörizmle mücadele devletlerin “kendi ölçeklerinde” ve “kendine yardım” politikalarına değer atfederek yürütülmelidir. Çünkü terörizm küreselleşirken terörizmle mücadelenin de küreselleştiğini ileri sürmeye yetecek kadar kanıtlarımız yok.
