NEW TRENDS IN THE RECRUITING PROCESS: BRITISH PUBLIC PERSONNEL SYSTEM AS A CASE

Öz

Digital opportunities can be used almost evey area in our lives. As a result of this, employers have become candidates for the job seekers. In the private sector, soon after the beginning of war for talent, their strategies about attracting and retaining talents started to chance. Because, Generation Y’s behaviors of job application have also changed with digitization. Private sector started to use some techniques like “Employer Branding, Employer Of Choice and Talent Management” for the opportunity of working with the best. These techniques can also be able to fix the recruiting problems in the public sector. British public personnel system can be cite as an example for this area. There is a program named Civil Service Faststream which allows candidates to enter the civil service. Faststream is a program that helps attract and retain talents; make government appeal as an employer of choice and helps government to become an employer brand..

Öz

Dijital olanaklar her alanda kullanılabilir hale gelmiş ve bu sayede işverenler için iş arayanlar aday konumunda iken işverenler de iş arayanlar için aday konumuna geçmişlerdir. Özel sektörde yetenek savaşlarının başlamasıyla birlikte en yetenekli olanları işe çekme, elde tutma stratejileri değişiklik göstermeye başlamıştır. Çünkü iş arayan konumunda bulunan Y kuşağının işe başvuru davranışları da dijitalleşmeyle birlikte değişmiştir. Özel sektör bu değişime ayak uydurmak ve daha iyilerle çalışma fırsatını yakalamak için işe alma süreçlerinde, “İşveren Markası, Tercih Edilen İşveren ve Yetenek Yönetimi” gibi eğilimlere yer vermeye başlamıştır. Bu eğilimlerin kamu sektöründe yaşanan işe alma sorunlarına çözüm olabileceği düşüncesi de son dönemde hakim olmaya başlamıştır. İngiliz kamu personel sistemi bu alanda örnek olarak gösterilebilmektedir. Kamu hizmetlerine girişte bir yol olan Faststream programı bu eğilimler açısından ele alınması gereken bir programdır. Bu çalışmanın amacı da Faststream programının yukarıda sayılan eğilimler bakımından nasıl işlediğini açıklamaktır. Bunun için de öncelikle ilgili kavramların açıklaması yapılmış ve ardından Faststream uygulaması ele alınmıştır.
