Türkiye havalimanları terminallerinde kamu-özel işbirliği modelinin kritik başarı faktörlerinin analizi

Öz

Türkiye’de hava taşımacılığı 2003 yılından itibaren hızlanmıştır. Özelleştirme Havalimanları yapımında yaygın olarak kullanılmaktadır. Bugün Türkiye’de havayolunu kullanan yolcuların yüzde 89'u Kamu Özel İşbirliği ile işletilen havalimanlarını kullanmaktadır. Bu çalışmanın amacı, Türkiye'de havalimanı terminallerinde yaygın olarak kullanılan KÖİ modelini araştırmak ve KÖİ modeline kamu, özel sektör ve akademisyenlerin yaklaşımlarını ortaya koymak ve Türkiye Havalimanları KÖİ projelerinin kritik başarı faktörlerini belirlemektir. Bu çalışmada Kritik Başarı Faktörü (KBF) olarak belirlenen 20 madde sektör paydaşları tarafından Likert yöntemi ile değerlendirilmiştir. Çalışma, Türkiye'deki havalimanı terminallerindeki KÖİ proje başarısı ve paydaş memnuniyetinin Kritik Başarı Faktörleri kullanılarak sağlanabileceğini göstermiştir. Araştırmaya göre, projenin kritik başarı faktörleri arasında “Projenin Teknik ve Finansal Uygunluğu” ile “Etkin ve verimli operasyonlar” en etkili faktörlerdir. Bu çalışmada ortaya konan Kritik Başarı Faktörleri havalimanı performans ölçümünde kullanılacak Temel Performans Göstergeleri için bir temel oluşturmak için kullanılabilir.
