Hayat Boyu Öğrenme Bağlamında Gizli Okumaz Yazmazlık

Öz

Hayat boyu öğrenme 21. Yüzyılın en önemli kavramlarından biridir. Bu kavram bireyin hayatı boyunca sürdürdüğü bütün öğrenme faaliyetlerini içermektedir. Bu süreçte kişisel, toplumsal ve ekonomik yaşamda ayakta kalmaya yarayacak bilgi, beceri ve yetkinliklerin hayat boyu geliştirilmesine odaklanmaktadır. Bunun için üç alandaki çalışmalara ağırlık verilmektedir. Bunlar öğrenme fırsatları yaratarak bireyi geliştirme, toplumsal bütünleşmeyi gerçekleştirme ve ekonomik büyümeyi sağlamadır. Bu çalışmalar sonucu öğrenen toplumlar ve öğrenen dünya oluşturmaya çalışılmaktadır. Hayat boyu öğrenmenin ilk halkasını okuma yazma oluşturmaktadır. Bireyin temel dil ve zihinsel becerilerini geliştirmeden hayat boyu öğrenme mümkün olmamaktadır. Bu nedenle çoğu ülkede okuma yazmaya öncelik verilmekte ve yoğun çalışmalar yapılmaktadır. Ancak bunların yeterli olmadığı, yetişkinlerde gizli okumaz yazmazlığın yayıldığı görülmektedir. Gizli okumaz yazmazlık temel beceri eksikliklerini ifade etmektedir. Bunların başında okuma, yazma gibi dil becerileri, zihinsel beceriler ve günlük yaşam için gerekli beceriler gelmektedir. Gizli okumaz yazmazlar bir okul bitirdikleri halde bu becerilerini geliştiremeyen ya da unutan kişilerdir. Bazı sanayileşmiş ülkelerde 3 milyon ülkemizde ise 5 milyondan fazla gizli okumaz yazmaz bulunmaktadır. Bu durumun önlenmesi için okul çağı öğrenciler ile yetişkinlerin temel becerilerini geliştirmeye ağırlık verilmelidir.

Hidden Illiteracy in the Context of Lifelong Learning

Öz

Lifelong learning is one of the most important concepts of the 21st century. This concept includes all learning activities that the individual continues throughout his life. In this process, it focuses on the lifelong development of knowledge, skills and competencies that will help us survive in personal, social and economic life. For this, studies in three areas are emphasized. These are developing the individual by creating learning opportunities, realizing social integration and providing economic growth. As a result of these studies, it is tried to create learning societies and learning world. Literacy is the first link of lifelong learning. Lifelong learning is not possible without developing the basic language and mental skills of the individual. For this reason, literacy is prioritized in most countries and intensive studies are carried out. However, it is observed that these are not enough, and that illiteracy is spreading among adults. Covert illiteracy refers to basic skill deficiencies. The most important of these are language skills such as reading and writing, mental skills and skills necessary for daily life. Those who do not read or write in secret are people who cannot improve or forget these skills even though they have finished a school. There are 3 million in some industrialized countries and more than 5 million in our country. In order to prevent this situation, emphasis should be placed on developing basic skills of school-age students and adults.
