İşlevsel Açıdan İklim Değişikliği Politika Anlatıları

Öz

İklim değişikliği, küresel iklim felaketini önlemek için insanların sera gazı salımına özellikle karbondioksit salımına yol açan davranışlarını değiştirmeyi veya şekillendirmeyi amaçlayan tartışmalı bir kamu politikası meselesidir. Salımları azaltmada eylemlerin yetersiz kalmasıyla birlikte son zamanlarda çeşitli perspektiflerden iklim değişikliği politikasında anlatıların rolünü araştıran akademik çalışmaların arttığı görülmektedir. Bu çalışmada anlatı analizine işlevsel bir yaklaşım benimsenerek iklim değişikliği politika anlatılarının muhtelif işlevleri bilme aracı, iletişim aracı, meşrulaştırma aracı, kimlik inşa etme aracı vb. tartışılmaktadır.

Climate Change Policy Narratives from a Functional Point of View

Öz

Climate change is a controversial public policy issue aiming to change or shape human behaviors leading to greenhouse gas emissions, particularly carbon dioxide, to prevent global climate catastrophe. In response to insufficient action in curbing emissions, recently there has been an increasing scholarly interest in exploring the role of narratives in climate change policies from a variety of perspectives. Adopting a functional approach to narrative analysis, this study argues various functions of climate change policy narratives mode of knowing, communication tool, legitimizing device, identity construction device etc.
