EĞİTİM YÖNETİMİNDE CHARTER MODELİ VE TÜRKİYE’DE UYGULANABİLİRLİĞİ

This study focuses on the charter school model, emerged in 1990s in the US, regarding the perspectives of organization, mechanism, structure, current situation, and differences. Considering the applicability of the charter school management system in Turkey, the study aims to open a discussion in the Turkish education literature. It is argued that charter model can be useful for dealing with some of the problems of Turkish educational system, and for democratizing the administration of education via participating new actors. Discussion of the applicability of the charter model in the context of Turkey can offer a new perspective to the educational problems, at least, a new discussion context that is remote from the context of exams and prep schools

1990’lı yıllarda Amerika’da ortaya çıkan Charter eğitim modelinin yönetim yapısı, uygulanabilirliğinin ele alındığı çalışmanın amacı charter modelinin Türk eğitim sistemi bağlamında tartışmaya açılmasını sağlamaktır. Çalışmanın temel tezi charter modelinin Türk eğitim sisteminin içinde bulunduğu sorunların aşılmasına katkıda bulunabileceği, Türk eğitim yönetimine yeni aktörler katarak eğitim yönetimin daha demokratik hale gelmesine katkı yapabileceğidir. Charter modelinin Türkiye’ye bağlamında tartışılması, en azından eğitim sorunlarının sınav ve dershane ekseninden çıkarılıp farklı perspektifle tartışılmasına imkân sağlayabilir
