Öz

Global warming and climate change are causing droughts, hurricanes, floods, melting glaciers, rising sea levels, and environmental problems such as agricultural pollution. The fact that these environmental problems that threaten the future of our planet are not limited to one continent or group of countries, in other words, the globalization of the climate crisis and environmental problems has revealed the relationship between the concepts of climate, environment and security. Environmental problems have become one of the most important items on the agenda of international relations. In this context, green theory, which is one of the theories of international relations, has emerged as an approach that emphasizes not only people-oriented issues but also environmental and climate issues. With the environmental, climate and energy policies it has developed, the European Union offers a perspective that corresponds to the main features of green theory. In this context, there is a close relationship between green theory and the European Green Deal offered by the European Commission. The aim of this study is to contribute to the academic literature by analyzing the European Green Deal from the perspective of green theory. This study examines the extent to which green theory is effective in the political, economic, and environmental transformation of the European Union.

AVRUPA YEŞİL MUTABAKATI: YEŞİL TEORİ PERSPEKTİFİNDEN BİR ANALİZ

Öz

Küresel ısınma ve iklim değişikliği, kuraklığa, kasırgalara, su baskınlarına, buzulların erimesine, deniz seviyelerinin yükselmesine ve tarımsal kirlenme gibi çevre sorunlarına neden olmaktadır. Gezegenimizin geleceğini tehdit eden bu çevre sorunlarının, sadece bir kıta veya ülke grubu ile sınırlı olmaması, yani iklim ve çevre sorunlarının bir anlamda küreselleşmesi, iklim, çevre ve güvenlik kavramları arasındaki ilişkiyi somutlaştırmıştır.
Gezegenimizin geleceğini tehdit eden bu çevre sorunlarının sadece bir kıtayla veya ülke grubuyla sınırlı kalmaması, diğer bir deyişle iklim krizinin ve çevre sorunlarının küreselleşmesi, iklim, çevre ve güvenlik kavramları arasındaki ilişkiyi somutlaştırmıştır. Çevre sorunları uluslararası ilişkilerin en önemli gündem maddelerinden biri haline gelmiştir.
Bu kapsamda uluslararası ilişkiler teorileri arasında yer alan yeşil teori, sadece insan odaklı olmayan, çevre ve iklim değişikliği konularını da önceleyen bir yaklaşım olarak gelişmiştir. Günümüzde Avrupa Birliği, geliştirdiği çevre, iklim ve enerji politikaları ile yeşil teorinin temel özelliklerine uygun bir perspektif ortaya koymaktadır. Bu bağlamda Avrupa Komisyonu’nun tarafından sunulan Avrupa Yeşil Mutabakatı ve yeşil teori arasında yakın bir ilişki bulunmaktadır. Bu çalışmada Avrupa Yeşil Mutabakatı yeşil teori ekseninde analiz edilerek, akademik literatüre katkı sağlanması hedeflenmektedir. Çalışmada AB’nin siyasi, ekonomik ve ekolojik dönüşümünde, yeşil teorinin ne ölçüde etkili olduğu incelenmektedir.
