INEQUALITIES IN ACCESS TO EDUCATION IN BRAZIL AND THE BOLSA FAMILIA PROGRAM

In terms of the distribution of national income, Brazil is one of the most unequal countries in the world. The fact that education policies are focused on universities and the existence of inequalities in accessing education services at lower levels are among the reasons for this inequality. Bolsa Familia Program has been put into practice in order to dissolve the current inequalities in accessing the educational resources. Although the program seems as an ordinary conditional cash transfer program, it has several effective and innovative methods. Many studies show that the program reduces the income inequality and poverty. On the other hand, some other studies find that the program has a limited or even negative impact on the quality of education.

BREZİLYA’DA EĞİTİME ERİŞİM ADALETSİZLİĞİ VE BOLSA FAMILIA PROGRAMI

Öz

Brezilya, dünyanın gelir dağılımı en bozuk ülkelerinden biridir. Eğitim politikalarının büyük oranda üniversite seviyesine odaklanmış olması ve daha alt kademe düzeylerde eğitime erişimde adaletsizliklerin bulunması bu sonucu doğuran nedenlerdendir. Brezilya’da eğitime erişimdeki mevcut adaletsizliği gidermek amacıyla Bolsa Familia Programı uygulanmaktadır. Program klasik bir şartlı nakit transferi programı gibi görünse de birçok etkin ve yenilikçi uygulama yöntemi içermektedir. Araştırmalar programın gelir adaletsizliğini ve fakirliği azalttığını göstermektedir. Diğer taraftan programın toplam eğitim kalitesi üzerinde kısıtlı ve hatta olumsuz etkisi olduğuna yönelik çalışmalar bulunmaktadır
