AN EVALUATION OF THE REPORT OF PARLIAMENTARY RESEARCH COMMISSION FOR COUPS

Öz

A parliamentary commission of inquiry is established in order to investigate the coups and memorandums in the meeting of The Grand National Assembly of Turkey (GNAT) dated April 11, 2012 with the four parties’ proposal according to article 98 of the Constitution and the articles 104 and 105 of the Rules of Procedure of the Parliament. The research was based on three sub-commissions. The first sub-committee examined “May 27, 1960 Coup and March 12, 1971 Memorandum Coup”, the second sub-committee examined “September 12, 1980 Coup” and third sub-committee examined “February 28 and April 27 Intervention Processes”. The Commission’s examination of non-democratic interventions, which caused to cut and damage the representative democracy in Turkey since 1960 is expected to the creation of social and political consciousness and serve the transparency by shedding light on the recent history to isolate the coups from political life even to prevent coming to the agenda again. In this context, Commission presented the final report to the President of the Parliament on 28 November 2012, which was prepared as a result of his views and listening to the witnesses. However, the debates on the final report, prepared by the Commission as a result of his work, are ongoing. Discussions based on that Commission presents the internal political developments as a basis for coups in chronological ranks rather than presenting the background of coups, reveals the impact of external dynamics within a limited scope (U.S. and NATO) and it’s away from providing all aspects of economic reasons of coups. In this context the aim of the study is to evaluate all these claims and allegations related to Parliamentary Research Commission for Coups.

DARBELERİ ARAŞTIRMA KOMİSYONU RAPORUNA İLİŞKİN BİR DEĞERLENDİRME

Öz

Darbeleri araştırmak üzere TBMM’nin 11 Nisan 2012 günlü toplantısında 4 partinin önerisi ile darbeleri ve muhtıraları araştırmak üzere Anayasa’nın 98.maddesi ile TBMM içtüzüğünün 104. ve 105. maddeleri gereğince bir meclis araştırma komisyonu kurulmuştur. Araştırma üç alt komisyon şeklinde yapılmıştır. Birinci alt komisyon “27 Mayıs 1960 Darbesi ve 12 Mart 1971 Muhtırası” , İkinci alt komisyon “12 Eylül 1980 Darbesi” üçüncü alt komisyon ise “28 Şubat ve 27 Nisan Müdahale süreçlerini” incelemiştir. Komisyonun 1960’dan beri Türkiye’de temsili demokrasinin kesilmesine ve yara almasına neden olan demokrasi dışı müdahalelerin incelenmesi darbelerin siyasi hayattan izolasyonu hatta bir daha hiç gündeme gelmemesi için toplumsal ve siyasal bilincin oluşturulması, yakın tarihe ışık tutarak şeffaflaşmaya hizmet etmesi beklenmektedir. Bu çerçevede Komisyon yaptığı incelemeler ve dinlediği tanıkların sonucunda nihai raporunu 28 Kasım 2012 tarihinde TBMM Başkanına sunmuştur. Ancak komisyonun yaptığı çalışmaların sonucunda hazırladığı sonuç raporu üzerinde tartışmalar devam etmektedir. Tartışmalar genellikle komisyonun darbelerin arka planını sunmaktan öte darbelere dayanak olarak iç siyasi gelişmeleri kronolojik olarak sıraladığı, sınırlı kapsamda dış dinamiklerin etkisini(ABD ve NATO) ortaya koyduğu ve darbelerin ekonomik gerekçelerini tüm yönleri ile sunmaktan uzak olduğu şeklindedir. Bu çerçevede çalışmanın konusunu Darbeleri Araştırma Komisyonu ile ilgili tüm bu iddia ve isnatları değerlendirmek oluşturmaktadır.
