INSTITUTIONS OF INTEGRATION: CASE STUDY OF MERCOSUR
Öz
Even though the economic and social integration methods are applied in different
regions of the World, the subject of integration is mainly studied through the
European Union (EU) case. On the other hand, Latin America refers to an exemplary region regarding the implementation of various integration methods
since 1950s to increase the trade volume and create socioeconomic effects
through the region. Among these efforts MERCOSUR (The Common Market of the
South) represents the most efficient and long-term integration process, which still
preserves its existence. Understanding MERCOSUR and its level of success is
only possible by discussing its institutions and organizational problems because
MERCOSUR differs from the EU regarding both its organizational structure and
the achievement of political and economic results. Thus, in this study, institutions
of MERCOSUR and their deficiencies are handled to reveal the level of regional
integration achieved.

Öz
Entegrasyon her ne kadar günümüzde ağırlık olarak Avrupa Birliği (AB)
üzerinden ele alınsa da dünyanın farklı bölgelerinde de ekonomik ve sosyal
bütünleşme yöntemleri izlenmektedir. Latin Amerika bu anlamda öne çıkan bir
bölgedir zira bölge ülkeleri 1950’lerden bu yana çeşitli yöntemlerle kendi
aralarında ticaret hacmini arttıracak ve sosyoekonomik etkiler yaratacak
entegrasyon yöntemlerine müracaat etmiştir. Birçok deneme arasında ise en göze
çarpan ve en uzun ömürlü olan hala devamlılığını korumakta olan
MERCOSUR’dur (The Common Market of the South). MERCOSUR’u ve başarı
düzeyini anlamak ise örgütün kurumlarını ve sorunlarını tartışmak ile mümkün
olabilmektedir. Çünkü MERCOSUR hem AB’den farklı bir örgütsel yapı sunmakta
hem de tam olarak hedeflenen siyasi ve ekonomik sonuçları sağlamamaktadır.
Böylelikle bu çalışmada örgütün kurumları ve eksiklikleri ele alınarak bütünleşme
açısından geldiği nokta tartışılmaktadır.
