Öz

İktisadi düşünce tarihinin gelişim evreleri incelendiğinde bölgesel kalkınmaya özel önem ithaf edilerek bölge bilimi olarak anılan bir alanın 1960 sonrası oluşturulduğu görülmektedir. Aslında 1960’lara kadar olan süreçte yaşanılan bir takım iktisadi buhran ve yoksulluklar ile ilgili sorunlar, “Bölge Bilimi ile Bölgesel Kalkınma” yaklaşımlarının gelişimine ilişkin arka planı oluşturmuştur. 1960 sonrası dönemde bölgesel kalkınma ve 1990’lardan sonra bölgesel rekabetçilik konusunda yapılan çalışmaların sayısında yıllar içerisinde oldukça artış kaydedilmiştir. 1980’li yıllarda etkisi görülen küreselleşme olgusu ve yine aynı süreçte ilerleme kaydederek 1990’lara doğru kalkınmanın yerel ve bölgesel ekonomiler yoluyla gerçekleştiğini ortaya koyan “Yeni İçsel Büyüme Kuramı” da kalkınma gündeminde önemle yer almaktadır. Bu çalışmada, yukarıda belirtilen gelişmelerin ışığında, ulusal ve bölgesel kalkınmaya da katkı vermek üzere irdelenmesi gereken “bölgesel rekabetçilik” ve özellikle “bölgesel sektörel rekabetçilik” konularına değinilmektedir. Ayrıca, kısıtlı kaynakların mevcut sektörler arasında dağıtımının nasıl olması gerektiği hakkında stratejik kararlar üretilmesine katkıda bulunacak çeşitli analiz tekniklerine ilişkin bilgiler aktarılmaktadır. Bunlara ilave olarak, son yirmi yıllık süreçte rekabetçilik konusunda gündemde sürekli en üst seviyede olan, M. E. Porter öncülüğünde yürütülen kümelenme, küme analiz tekniklerine ilişkin öz bilgilere yer verilmektedir.
