Öz

Çalışmamız, 1984’de başlayan ve 2001’de ivme kazanan Türkiye elektrik sektöründeki reform sürecini özellikle Avrupa Birliği’nde uygulanan regülâsyon ve rekabet politikaları çerçevesinde değerlendirmekte, Türkiye uygulamasında kurumsal, yasal ve siyasi yapıdan kaynaklanan aksaklıkları tespit etmekte ve reform sürecinin hızlanması için yapılması gerekenler konusunda önerilerde bulunmaktadır.
