e-Devlet Projelerinin Yönetilmesi: PolNet Projesi Örneği

Öz

Proje yönetimi e-devlet uygulamalarında çok önemli bir rol oynamaktadır. Her ne kadar kategorize edilmesi kolay olmasa da e-devlet projeleri proje yönetimine ait beş başlık altında incelenebilir. Örgütsel ve yönetsel kategori üzerine olan araştırma, proje yönetiminde planlama, iletişim ve liderliğin önemine vurgu yapmaktadır. Bu çalışma öncelikle bu üç faktörü tartışmakta ve farklı ülkelerdeki iki kamu bilgi teknolojisi (BT) projesinin problemlerini ele almaktadır. Daha sonra çalışma, Türkiye’de ilk kamu BT projelerinden birisi olan PolNet Projesi’nde çalışmış olan uzmanlarla yapılan görüşmelerden elde edilen veriler ve dokümanları incelemektedir.

Öz

Proje yönetimi e-devlet uygulamalarında çok önemli bir rol oynamaktadır. Her ne kadar kategorize edilmesi kolay olmasa da e-devlet projeleri proje yönetimine ait beş başlık altında incelenebilir. Örgütsel ve yönetsel kategori üzerine olan araştırma, proje yönetiminde planlama, iletişim ve liderliğin önemine vurgu yapmaktadır. Bu çalışma öncelikle bu üç faktörü tartışmakta ve farklı ülkelerdeki iki kamu bilgi teknolojisi (BT) projesinin problemlerini ele almaktadır. Daha sonra çalışma, Türkiye’de ilk kamu BT projelerinden birisi olan PolNet Projesi’nde çalışmış olan uzmanlarla yapılan görüşmelerden elde edilen veriler ve dokümanları incelemektedir.
