Characteristic of Time-based Underemployment in Turkey: Findings from the Household Labour Force Surveys

Öz

Time-based underemployment is a labour market mismatch that occurs in a circumstance that workers are employed for fewer hours than they desire, aside from their preferences. Even if it is not as unemployment as, this type of employment has an effect of reducing the income level and life satisfaction and increasing the dependency for welfare receipt on workers. This paper explores the association between the time-based underemployment and demographic and work-status predictors on the basis of the logistic regression modelling analyse techniques, by employing the 2016 Household Labour Force Survey microdata taken from Turkish Statistical Institute. The research results originally found that being male and 25-34 age band, holding educational attainment in university and over, working in part-time jobs, informal jobs, the construction sectors and elementary occupations, and living in the Mediterranean Region increased the likelihood of time-based underemployment.

Türkiye’de Zamana Dayalı Eksik İstihdamın Karakteristiği: Hanehalkı İşgücü Anketlerinden Bulgular

Öz

Zamana dayalı eksik istihdam, çalışanların tercihleri dışında arzu ettiklerinden daha kısa süreli çalıştığı bir durumda oluşan bir işgücü piyasası uyuşmazlığıdır. Bu istihdam biçiminin çalışanlar üzerinde, işsizlik kadar olamasa bile, gelir düzeyini ve yaşam memnuniyetini düşüren, refah geliri bağımlılığını artıran bir etkisi vardır. Bu çalışma, Türkiye İstatistik Kurumu’ndan alınan 2016 yılları Hanehalkı İşgücü Anketi mikro verilerini kullanarak, demografik ve iş durum belirteçlerinin zamana dayalı eksik istihdamla ilişkisini, lojistik regresyon modelleme analiz tekniği temelinde araştırmaktadır. Araştırma sonuçları orijinal olarak, erkek ve 25-34 yaş bandında olmanın, üniversite ve üstü eğitim düzeyine sahip olmanın, kısmi süreli işlerde, kayıt dışı işlerde, inşaat sektöründe ve nitelik gerektirmeyen işlerde çalışmanın ve Akdeniz Bölgesi’nde yaşamanın zamana dayalı eksik istihdam olasılığını artırdığını bulmuştur.
