KORUYUCU AİLELİK MODELİNİN TÜRKİYE’DE GELİŞTİRİLMESİ: ULUSLARARASI PERSPEKTİFLER VE MODEL ÖNERİSİ

Öz

Çocuk koruma sistemi içerisinde çeşitli sebeplerle öz ailesi yanında yetişmeleri mümkün olmayan çocukların koruma ve bakımlarının devlet desteği ile bir aile yanında gerçekleştirilmesi için koruyucu aile modeli geliştirilmiştir. Türkiye’de 1960’lı yıllardan bu yana uygulanan koruyucu ailelik modelinde yıllar içerisinde çeşitli gelişmeler yaşanmış ve koruyucu aile sayısı artmış olsa da gelinen noktada koruyucu aile hizmeti istenilen düzeyde değildir. Literatür derlemesi örneği olan bu çalışmada, öncelikle koruyucu ailelik hakkında genel bilgilere ve Türkiye’deki mevcut duruma yer verilmiştir. Yürütülen araştırmalar ve uygulamalara yönelik çalıştay raporları sonucunda Türkiye’deki koruyucu ailelik sisteminde yaşanan sorunlar ortaya koyulmuştur. Türkiye’deki koruyucu ailelik modelinin geliştirilmesine yönelik uluslararası iyi uygulama örnekleri incelenmiş, bu kapsamda Amerika Birleşik Devletleri, İngiltere ve Hollanda uygulamaları Türkiye ile karşılaştırılarak değerlendirilmiştir. Bu çalışmanın sonucunda Türkiye’de mevcut koruyucu ailelik sisteminin geliştirilmesi ve yaygınlaştırılmasına yönelik bir model önerisi geliştirilmiştir. Koruyucu ailelik konusunda yürütülen çalışmalarda ortaya koyulan sorunlar ve iyi uygulama örnekleri sentezlenerek tasarlanan bu model; eğitim programları, koruyucu ailelere sunulan destek hizmetleri, denetim ve izleme süreçleri ile toplumsal farkındalık ve kapasitenin geliştirilmesi gibi temel politika alanlarını kapsamaktadır. Modelde, her bir politika alanına yönelik hedefler ve stratejiler belirlenmiştir. Koruyucu ailelik modelinin yaygınlaştırılması ve niteliğinin geliştirilmesine yönelik fikir sunan bu çalışmanın mevcut literatüre ve uygulama alanına katkı sağlaması amaçlanmaktadır.

Öz

The foster family model was developed within the child protection system to ensure that children who cannot be raised with their biological families for various reasons are protected and cared for by a family with state support. Although there have been various developments over the years in the foster family system implemented in Türkiye since the 1960s and the number of foster families has increased, foster family services are not at the desired level at this point. In this study, which is an example of a literature review, firstly general information about foster care and the current situation in Türkiye are given. As a result of the research and reports on the practices, the problems experienced in the foster care system in Türkiye have been revealed. International good practice examples for the development of the foster family model in Türkiye were examined, and in this context, the practices of the United States, England and the Netherlands were evaluated by comparing them with Türkiye. As a result of this study, a model proposal was developed for the development and dissemination of the existing foster care system in Türkiye. This model, designed by synthesizing the problems and good practice examples revealed in the studies conducted on foster care, covers basic policy areas such as training programs, support services provided to foster families, inspection and monitoring processes, and development of social awareness and capacity. In the model, targets and strategies for each policy area are determined. This study, which offers ideas for disseminating the foster family model and improving its quality, aims to contribute to the existing literature and field of practice.
