Öz

Suriye Arap Cumhuriyeti'nde 2011'den günümüze değin süregelen iç savaş neticesinde milyonlarca sığınmacı Türkiye'ye göç etmiştir. Kitlesel düzeyde gerçekleşen bu akın karşısında Türkiye, sığınma arayan kimselere yönelik geçici koruma statüsü sağlamıştır. 8 Aralık 2025 tarihinde Beşşar Esed yönetiminin muhalif güçler tarafından devrilmesiyle birlikte gerçekleşen rejim değişikliği neticesinde Suriye'de yeni bir sürece girilmiştir. Bu çalışmada geçici koruma statüsünün uluslararası hukukta gelişimi ve Türk hukukundaki yeri ele alınacak ve Suriye'de gerçekleşen rejim değişikliği sonrasında Türkiye'de geçici koruma rejimi kapsamında bulunan Suriye Arap Cumhuriyeti vatandaşlarının durumu, uluslararası hukuk bağlamında ele alınacaktır.

Temporary Protection Status for Syrian Citizens in Turkey Following the Regime Change

Öz

As a result of the civil war in the Syrian Arab Republic since 2011, millions of asylum seekers have migrated to Turkey. In the face of this mass influx, Turkey has provided temporary protection status for those seeking asylum. On 8 December 2025, a new process was entered in Syria as a result of the regime change that took place with the overthrow of the Bashar al-Assad administration by the opposition forces. In this study, the development of the temporary protection status in international law and its place in Turkish law will be discussed and the situation of the citizens of the Syrian Arab Republic who are under the temporary protection regime in Turkey after the regime change in Syria will be discussed in the context of international law.
