SOLUTION RECOMMENDATIONS TO THE PROBLEMS THAT MAY ARISE OR HAVE ARISEN WITHIN THE PERFORMANCE-BASED BUDGETING SYSTEMIN TURKEY

In recent years, it has been raised that scarcere sources should be used
within the public sector in a transparent, efficient and effective manner,
according to which, performance (output) based budgeting (PBB) has come to
the fore. PBB system, focusing on outcomes and performance within the
framework of the outputs and results, has recently been adopted and is currently
endeavoured to be applied by many countries. Main purpose of this budgeting
system is to increase the effectiveness and efficiency of the public sector.
However, it is not possible to say that this reform, which has been continued to
be kept on for 10-15 years, effectuated, and as a matter of fact, new challenges
and new solutions emerge throughout the process. There is not a single model for
PBB so that each country is required to ensure compliance with this system
according to its own political and structural dimensions. Therefore
institutionalization of the reform is of very big importance, in need to be
constantly revised. In this context, this study attempts to analyse what kind of
solutions should be devised to cope with the problems which may arise or have
arisen within the PBB system in Turkey

TÜRKİYE’DE PERFORMANS ESASLI BÜTÇE SİSTEMİNDE YAŞANAN VEYA YAŞANABİLECEK SORUNLARA ÇÖZÜM ÖNERİLERİ
Öz
Son yıllarda, kıt kaynakların saydam bir şekilde, verimli ve etkin kullanılması gerektiği kamuda gündeme gelmiş, bu kapsamda da performans (çıktı) esaslı bütçe (PEB) ön plana çıkmıştır. Çıktılar ve sonuçlar çerçevesinde performansa odaklanan PEB sistemi, günümüzde çoğu ülke tarafından kabul edilmekte ve uygulanmaya çalışılmaktadır. Bu bütçeleme sisteminin esas amacı, kamu sektörünün etkinliği ve verimliliğin artırılmasıdır. Ancak, 10-15 yıldır devam eden bu reformun sonuçlandığını söylemek mümkün olmayıp, sürekli yeni sorunlar ve yeni çözüm arayışları ortaya çıkmaktadır. Performans bütçeleme için de tek bir model olmayıp, her ülke kendi politik ve yapısal boyutuyla bunun kendisine göre uyumunu sağlaması gerekmektedir. Bu nedenle reformun kurumsallaştırılması çok büyük önem taşımakta ve sürekli revize edilmesi gerekmektedir. Bu kapsamda, bu çalışmada Türkiye’deki PEB sisteminde yaşanmakta olan veya yaşanabilecek sorunlara nasıl çözüm önerileri geliştirilmesi gerektiği değerlendirilmektedir.
