Increasing relations between Turkey and the United States during the Cold War period, spawned a deep alliance between Turkey and the United States in a degree that, politically, Turkey never involved in a such alliance with any other power before. Close relations between Turkey and the United States developed fast at the beginning of the Cold War according to Soviet pressures and bilateral interests. But those smooth relations deteriorated when the U.S pursued classical Cold War policies which did not meet Turkey’s expectations and Cyprus issue turned the difficulties in a crisis between Turkey and the United States. At the end of the Cold War, the status of the Turkish-American relations were widely discussed. Turks and Americans tried to figure out that, would these two states choose to go on their allied relations? In post-Cold War period neither United States nor Turkey wanted to decrease the relations, in reverse, they wanted to fix and improve the relations respecting their political priorities. In this essay, I tried to go back to near past and reargue the establishment of the Turkish-American alliance to help today’s unclearness.

TÜRK-AMERİKAN İLİŞKİLERİNDE İTTİFAK SÜRECİNİN BAŞLAMASI

Öz

Soğuk Savaş döneminde gelişen Türk-Amerikan ilişkileri sonucunda Türkiye daha önce bir başka ülke ile olmadığı kadar ve tarihinde görülmediği ölçülerde ABD ile ittifak ilişkisi içerisine girmiştir. İlk başta şartların zorlaması ve iki ülkenin ihtiyaçları çerçevesinde pürüzsüz başlayan ikili ilişkilerde daha sonra Amerika’nın klasik Soğuk Savaş politikaları çerçevesinde ciddi sorunlar ortaya çıkmış ve Kıbrıs sorunu Amerika ile yaşanan çatışmanın en bariz örneğini teşkil etmiştir. Soğuk Savaş sonrasında bu ilişkiler daha fazla sorgulanmış ve bu ilişkilerin bir ittifak olup olmadığı ve ittifak değilse bu ilişkileri nasıl tanımlamak ve nasıl anlamak gerektiği yönünde çabalar sarf edilmiştir. Ancak bu dönemde de iki tarafın birbirlerine olan ihtiyaçları devam etmiş ve her iki taraf ta ilişkileri zayıflatmak yerine geliştirmeyi seçmiştir. Bu yazıda geriye giderek Türk-Amerikan ittifak sürecinin irdelenmesinin bugünkü tartışmalara olumlu yönde faydasının olacağı kanaatindeyim.
