Öz
In this study, possible effects of two decisions which were put an implementation by
the World Trade Organization (WTO) in the sectors of agriculture and textile are
investigated on Turkey which has high shares of these two sectors in her economy.
Although it seems that the likely effects of these two decisions on Turkey will be
negative, it is also possible to say that they will have some positive effects such as causing
an increase in competitiveness of Turkey in international markets. In any case, since
GATT/ WTO members committed themselves to liberalizing trade at the time of entering
this institution, they have to obey any decisions which were taken for these purposes.
Countries, like Turkey, should make structural reforms in these sectors, increase
competitiveness of these sectors in international markets and transform the structure of
these sectors similar to the structure in the developed countries in the long run.

DÜNYA TİCARET ÖRGÜTÜ’NÜN SON DÖNEMLERDEKİ UYGULAMALARININ TÜRKİYE’YE ETKİLERİ
Öz
Bu çalışmada, Dünya Ticaret Örgütü’nün (WTO) tarım ve tekstil sektörlerinde son dönemlerde uygulamaya koyduğu iki kararın bu sektörlerin ekonomideki ağırlıklarının oldukça yüksek olduğu Türkiye üzerine muhtemel etkileri ortaya konulmaya çalışılmıştır. Söz konusu kararların ilk bakışta Türkiye’ye olumsuz etkileri daha fazla olacak gibi görünse de, dış pazarlarda rekabet gücünün artmasına yol açması gibi olumlu bazı etkilerinin de olacağını söylemek mümkündür. Zaten GATT/WTO üyesi ülkeler bu kuruluşa üye olurken dünya ticaretinin serbestleştirilmesi doğrultusunda hareket edeceklerini taahhüt ettikleri için, bu amaçla alınmış ya da alınacak olan bu tür kararlara doğal olarak uymak zorundadırlar. Türkiye gibi ülkelerin yapması gereken, genel ekonomi politikaları çerçevesinde bu sektörlerde yapısal reformları gerçekleştirmek, bu sektörlerin uluslararası rekabet gücünü yükseltmek ve uzun vadede genel sektörel yapıyı gelişmiş ülkelerdekine benzer bir yapıya dönüştürmektir.
