The Developments Occured in Turkey Sugar Industry After Sugar Law Numbered as 4634

Turkey’s sugar policy based on to supply domestic demand firstly with domestic production. New  regulations were made according to this aim with numbered  4634 Sugar Law which come into force in 2001.The aim of this law is to supply domestic demand with domestic production and as required for export to pricing sugar regime in Turkey with the principles and procedures in sugar production and to regulate marketing conditions and methods.The basic aim of this research is to introduce the innovations of the Sugar Law numbered as 4634 and to examine the effects of this innovations on sugar production.The constitution of sugar institution and board is inside of innovations of the law. A step was taken with this law, for constituting free market conditions for areas like sugar beet planting field, pricing and trading. To pave the way of customizing the sugar factories is the must important innovations of the main ones. For the reason that the quota regulations that are come from the law include especially directly the isoglucose which is accepted as the alternative of sugar, the production of this crop should be observed closed.

4634 Sayılı Şeker Kanunu Sonrasında Türkiye Şeker Sanayinde Meydana Gelen Gelişmeler

Öz

Türkiye’nin şeker politikası; yurt içi talebin öncelikle yurt içi üretimle sağlanması temeline dayanmaktadır. 2001 yılında yürürlüğe giren 4634 sayılı Şeker Kanunu ile bu amaç doğrultusunda yeni düzenlemeler yapılmıştır. Kanunun amacı, yurt içi talebin yurt içi üretimle karşılanmasına ve gerektiğinde ihracata yönelik olarak Türkiye’de şeker rejiminin şeker üretimindeki usul ve esasları ile fiyatlandırma, pazarlama şart ve yöntemlerini düzenlemektir. Bu araştırmanın temel amacı; 4634 sayılı Şeker Kanunu’nun getirdiği yenilikleri ortaya koymak ve bu yeniliklerin şeker üretimine etkilerinin irdelenmesidir. Şeker Kurumu ve kurulunun oluşturulması kanunun getirdiği yenilikler arasındadır. Bu kanun ile şeker pancarı ekim sahaları, fiyatlandırması ve ticareti gibi alanlarda serbest piyasa şartlarının oluşması için adım atılmıştır. Yapılan belli başlı değişikliklerden en önemlisi şeker fabrikalarının özelleştirilmesinin önünün açılmış olmasıdır. Kanun ile getirilen kota düzenlemelerinin, özellikle doğrudan şeker alternatifi olarak kabul edilen izoglikozu kapsaması nedeniyle bu ürünün üretiminin yakından izlenmesi gerekmektedir
