AHS-COCOSO YÖNTEMİ İLE APEC ÜLKELERİNİN LOJİSTİK PERFORMANSLARININ DEĞERLENDİRİLMESİ

Öz

Tedarik zinciri yönetiminin bir bileşeni olarak lojistik; müşteri ihtiyaçları doğrultusunda ürün, hizmet ve bilgilerin başlangıç ve tüketim noktaları arasında ileri ve geri yönde akışının planlanması, yürütülmesi ve kontrolü olarak tanımlanmaktadır. Hem işletmeler hem de ülkeler bazında rekabet avantajını sağlamada verimli ve maliyet etkin lojistik faaliyetler büyük önem taşımaktadır. Bu faaliyetlerde sağlanan başarılar uluslararası ticaret hacminin büyümesinde kilit taşlardan biridir. Bu bağlamda LPI (Lojistik Performans İndeksi), ülkelerin lojistik performansının ölçülmesinde önemli bir araçtır. İlgili gösterge eşit öneme sahip olduğu kabul edilen altı kriterden oluşmakta ve ülkelerin lojistik faaliyetlerinin güçlü ve zayıf yönlerini ortaya koymaktadır. Bu çalışmada, ilgili altı kriter AHS (Analitik Hiyerarşi Süreci) yöntemi ile ağırlıklandırılmış ve elde edilen değerler ile 2,9 milyardan fazla insana ev sahipliği yapan ve küresel GSYİH'nın yüzde 60'ından fazlasını oluşturan Asya Pasifik Ekonomik İş birliği (APEC) ülkelerinin lojistik performansları CoCoSo (Combined Compromise Solution) yöntemi ile hesaplanmıştır. Yapılan analizlerde ‘’Ticaret ve Ulaşımla İlgili Altyapının Kalitesi’ kriteri en önemli kriter olarak belirlenmiş ve ilgili ülkelerin 2023 yılı raporunda belirtilen sıralamaları ile bu çalışmada elde edilen performans sıralamaları arasında bazı farklılıklar olduğu görülmüştür.

Assessment of Logistics Performances of APEC Countries with The AHP-COCOSO Method

Öz

Logistics, as a component of supply chain management, is defined as the planning, execution and control of the forward and reverse flow of products, services and information between the origin and consumption points in line with customer needs. Efficient and cost-effective logistics activities are of great importance in providing competitive advantage for both businesses and countries. The success achieved in these activities is one of the keystones in the growth of international trade volume. In this context, LPI (Logistics Performance Index) is an important tool for measuring the logistics performance of countries. The relevant indicator consists of six criteria that are considered to be of equal importance and reveals the strong and weak aspects of countries' logistics activities. In this study, these criteria were weighted with AHP (Analytic Hierarchy Process) method, and with the obtained values, the logistics performances of the Asia Pacific Economic Cooperation (APEC) countries, which host more than 2.9 billion people and constitute more than 60 percent of the global GDP, recalculated with the CoCoSo (Combined Compromise Solution) method. The findings show that the "The quality of trade and transport-related infrastructure" criteria was determined as the most important criteria and there are some differences between performance rankings obtained in this study and rankings stated in the World Bank’s 2023 report.
