TÜRKİYE'DE KAMU BÜTÇESİNDEN YAPILAN SOSYAL YARDIMLARIN BÖLGESEL GELİR DAĞILIMINA ETKİSİNİN ANALİZİ

Öz

Çalışmanın amacı; Türkiye’de kamu bütçesinden finanse edilen sosyal yardım harcamalarının bölgesel gelir dağılımı üzerindeki etkisinin tespit edilmesidir. Çalışmada 2014-2023 yılları arası dönem için kurulan 4 farklı model, 26 bölgeyi kapsayan İstatistiki Bölge Birimi Sınıflaması (İBBS) 2 düzeyi verileri kullanılarak dinamik panel veri analizi yöntemiyle araştırılmıştır. Analiz sonucunda; kişi başı sosyal yardımlar bölgesel gelir dağılımı üzerinde tüm modellerde istatistiksel olarak anlamlı olarak bulunmuştur. Bununla birlikte beklentiye uygun bir şekilde yüksek eğitimlilerinin payının artmasının ve sanayinin gelişmesinin gelir dağılımı üzerinde olumlu etkisi olduğu tespit edilmiştir. Sosyal yardımlar herhangi bir nedenden dolayı geçimini sağlamaya yetecek gelir düzeyine sahip olmayan kimselere yapılan sosyal transfer harcamalarıdır. Bu haliyle kamu kesimi tarafından gerçekleştirilen sosyal yardım harcamalarının, aksi yönde çalışmalar olmakla birlikte, Gini katsayısı üzerinde negatif etkiye sahip olması beklenirken, yapılan analizde beklentinin aksine sosyal yardımların Gini katsayısı üzerinde pozitif etkiye sahip olduğu görülmüştür. Söz konusu sonucun analiz döneminin özelliklerinden kaynaklandığı düşünülmekle birlikte, kamu sosyal yardım harcamaları kapsamının politika uygulayıcılar tarafından bu çalışmanın sonuçları açısından değerlendirilmesi, sosyal harcamaların etkinlik analizinin yapılarak gerçekten istenilen etkiyi oluşturup oluşturmadığının tespitinin yerinde olacağı kanaatine ulaşılmıştır.

Analysis of the Effect of Social Assistance from the Public Budget on Regional Income Distribution in Türkiye

Öz

The aim of the study is to determine the impact of social assistance expenditures financed from the public budget in Türkiye on regional income distribution. In the study, 4 different models established for the period between 2014 and 2023 were investigated using the Statistical Regional Unit Classification (SRU) level 2 data covering 26 regions using the dynamic panel data analysis method. As a result of the analysis; per capita social assistance was found to be statistically significant in all models on regional income distribution. In addition, it was determined that the increase in the share of highly educated people and the development of industry had a positive effect on income distribution in line with expectations. Social assistance is social transfer expenditures made to people who do not have enough income to support their livelihood for any reason. In this case, while it is expected that social assistance expenditures made by the public sector will have a negative effect on the Gini coefficient, despite studies to the contrary, the analysis showed that social assistance has a positive effect on the Gini coefficient, contrary to expectations. Although it is thought that the result in question is due to the characteristics of the analysis period, it has been concluded that it would be appropriate for policy makers to evaluate the scope of public social assistance expenditures in terms of the results of this study and to evaluate whether the social expenditures really create the desired effect by conducting an effectiveness analysis.
