Gönüllü Arama Kurtarma Ekiplerinin Operasyonel Hareket Stratejileri: 6 Şubat 2023 Kahramanmaraş Depremleri Deneyimi

Öz

Afetler, ani ve yıkıcı olaylar olup, can ve mal kaybını azaltmak için etkili arama kurtarma faaliyetlerini gerektirir. Bu çalışma, 2023 Kahramanmaraş depremleri sırasında görev yapan gönüllü arama kurtarma (AK) ekiplerinin operasyon alanlarında sabit kalma, yer değiştirme veya çekilme kararlarını etkileyen çok boyutlu faktörleri incelemektedir. Nitel araştırma yöntemlerinden fenomonolojik desenin benimsendiği çalışmada, yedi sivil toplum kuruluşundan 13 ekip lideriyle yarı yapılandırılmış görüşmeler gerçekleştirilmiş; elde edilen veriler tematik analiz yöntemiyle değerlendirilmiştir. Bulgular, gönüllü ekiplerin kararlarını yalnızca operasyonel gereksinimlerin değil; aynı zamanda psikolojik etkenlerin, örgütsel yapıların, ekip içi ilişkilerin ve çevresel tehditlerin de belirlediğini göstermektedir. Araştırma, gönüllü ekiplerin karar alma dinamiklerini anlamaya, afet sahasındaki operasyonel koordinasyonu geliştirmeye ve gönüllü katılımını daha profesyonel bir yapıya kavuşturmaya yönelik önemli katkılar sunmaktadır.

Operational Movement Strategies of Volunteer Search and Rescue Teams: February 6, 2023 Kahramanmaras Earthquake Experience

Öz

Disasters are sudden and devastating events that require effective search and rescue (SAR) activities to reduce loss of life and property. This study examines the factors influencing volunteer SAR teams’ decisions to stay, relocate, or withdraw from operational areas during the 2023 Kahramanmaraş earthquakes. Using a phenomenological design, semi-structured interviews were conducted with 13 team leaders from seven NGOs, and the data were thematically analyzed. Findings indicate that these decisions are shaped not only by operational needs but also by psychological factors, organizational structure, team dynamics, and environmental threats. The study contributes to understanding volunteer decision-making, strengthening coordination, and enhancing professionalization in disaster volunteerism.
