İNSANİ GELİŞME VE EKONOMİK BÜYÜME İLİŞKİSİ ÜZERİNE AMPİRİK KANITLAR: D8 ÜLKELERİ ÖRNEĞİ (1995-2022)

Öz

İnsani gelişme ve ekonomik büyüme arasındaki ilişki, ekonomi literatüründe önemli bir tartışma konusudur. Bu kavram aynı zamanda, hükümetlerin öncelikli hedeflerinden birisi olan ekonomik büyüme ile birlikte, bireylerin sahip oldukları özgürlük ve fırsatları da artırma sürecidir. Bu sürecin merkezinde yer alan insanın, yaşam kalitesinin ortaya konmasında öne çıkan unsurlardan eğitim, sağlık, bilgi ve gelir vb. göstergelerin bir arada değerlendirilmesi ile de insani gelişme endeksi elde edilmektedir. 1990’dan beri her yıl yayınlanmakta olan İnsani Gelişme Endeksi ve bu endeks ışığında hazırlanan rapor, toplumların gelişmişlik seviyelerinin tespitinde önemli ölçütler arasında yer almaktadır. Ekonomik büyümenin getirileri açısından da önemli bir kıstas olarak kabul edilen bu endeks aracılığıyla, toplumların gelişmişlik düzeyleri karşılaştırılarak, nesnel bilgilere ulaşılmaya çalışılmaktadır. Bu çalışmadaki amaç, 1995-2022 yılları arası dönemde, D8 ülkelerindeki insani gelişme ve yaşanan ekonomik büyüme arasındaki ilişkinin, panel veri analizi yöntemi ile incelemektir. Bu amaç doğrultusunda çalışmanın analiz kısmında, insani gelişme endeksinde yer alan göstergelerden; toplumun eğitim seviyesi, ortalama yaşam beklentisi ve sağlığı içeren veriler aracılığıyla, büyüme oranı ve insani gelişim ilişkisi değerlendirilmiştir. Uygulanan Pedroni Eş Bütünleşme testi sonucunda, ekonomik büyüme ve analizde kullanılan değişkenler arasında, uzun dönemli bir ilişki olduğu belirlenmiştir.

Öz

The relationship between human development and economic growth is an important topic of debate in the economics literature. This concept is also a process of increasing the freedoms and opportunities that individuals have along with economic growth, which is one of the primary goals of governments. The human development index is obtained by evaluating indicators such as education, health, knowledge and income, which are among the prominent elements in revealing the quality of life of the human being at the center of this process. The Human Development Index, which has been published every year since 1990, and the report prepared in the light of this index are among the important criteria in determining the development levels of societies. Through this index, which is also accepted as an important criterion in terms of the returns of economic growth, the development levels of societies are compared and objective information is tried to be obtained. The aim of this study is to examine the relationship between human development and economic growth in the D8 countries in the period between 1995 and 2022 by using panel data analysis method. In line with this purpose, in the analysis part of the study, the relationship between growth rate and human development was evaluated through the indicators included in the human development index, including the education level of the society, average life expectancy and health. As a result of the Pedroni Co-integration test, it is determined that there is a long-run relationship between economic growth and the variables used in the analysis.
