Türkiye’de Yaşlı Hakları İçin Uygulamalı Bir Konsept ve Yol Haritası: Antalya Örneği

Öz

Küresel demografik değişim yaşlı hakları kavramını günümüzde bir kez daha gündeme getirmiş, tüm toplumlara insan haklarının 60-65 yaşlarından sonra da önemini koruduğunu göstermek zorunlu hale gelmiştir. Yaşlı hakları evrensel insan haklarının bir parçası olarak kavranmalı; öğrenme, sorumluluk, politika, katılım, paylaşım, dayanışma ve hizmet boyutlarıyla ele alınmalıdır. Bu çalışmada, Uygulamalı Gerontoloji’nin bakış açısından yaşlı hakları konusunda bir konsept ortaya koymak amacıyla “Antalya Yaşlılık Araştırması” (AYAR©) verileri incelenerek yaşlı haklarının iyileştirilmesine yönelik bir yol haritası çizilmiştir. AYAR© kapsamında Adrese Dayalı Nüfus Kayıt Sistemi’nden olasılıklı seçimle belirlenen Antalya’da yaşayan 60 ve üzeri yaştaki bireylerin %51,2’sinin kendine ait geliri olmadığı tespit edildikten sonra Antalya’da yaşayan tüm yaşlı bireylerin gelirlilik olasılığı belirlenmiştir. 60 yaş ve üzeri nüfusta gelirlilik olasılığı veya oranı bireyin yaşı yükseldikçe düşmekte, yani ekonomik bağımlılık artmaktadır. 60-74 yaşları arasındaki erkeklerde aynı yaş grubundaki kadınlara kıyasla gelirlilik olasılığı/oranı daha yüksek iken 75 ve üzeri yaş gruplarında gelirlilik olasılığı/oranı kadınların lehine artmaktadır. Çalışmanın son bölümünde Yaşlı Haklarının temel sorunlarından biri olan ekonomik eşitliği sağlamaya ve yoksulluğu çözümlemeye yönelik yapılacak çalışmalarda, girişimlerin Uygulamalı Gerontoloji kapsamında nasıl planlanacağı ve planlanan girişimlerin nasıl yürütüleceği gösterilmiştir. Girişimlerin yürütülmesinde altı adımdan oluşan yol haritası konsepti sunulmuştur: 1) Ödev, 2) Problem ve koşul analizi, 3) Gelişim ve aksama öngörüsü, 4) Gelişim ve müdahale hedeflerinin gerekçeleri, 5) Önlem ve alınan kararların gerekçeleri, 6) Önlem ve kararları değerlendirme. Bu çalışma, yaşlıların haklarını korumak amacıyla yapılacak ulusal ve uluslararası çalışmalarda karar verici ve uygulayıcılara yol gösterecektir.

An Interventional Concept for Elderly-Rights and Road Map in Turkey: The Case of Antalya

Öz

Global demographic change has brought the elderly rights to the agenda once again, and it has become necessary to explain all communities that human rights have to be maintained after the age of 60-65. Elderly rights should be handled as a part of universal human rights and with dimensions of learning, responsibility, policy, participation, sharing, solidarity and service. In this study, in order to present a concept on elderly rights from the perspective of Interventional Gerontology, the data of “Antalya Aging Survey” (AYAR©) was examined and a road map to improve elderly rights was drawn. Within the scope of AYAR©, the elderlies who lives in Antalya (aged 60 and over) were randomly selected from the Address Based Population Registration System (n=1007) and the percentage of elderlies who have regular income has determined (51.2%). On the next stage, the income probability of all elderlies who lives in Antalya has been calculated. In the Antalya population of 60 years and over, the probability/rate of income decreases as the age of elderlies increases, hence, economic dependency increases. While the probability/rate of income is higher in the group of men aged 60-74 compared to same aged women, the probability/rate of income increases in the group aged 75 and over in favor of women. In the last part of the study, it is shown how to plan the interventions in terms of Interventional Gerontology and how to implement them to ensure economic equality and to resolve economic poverty which is elderly-rights problem. A road map concept consisting of six implementation stages of interventions is presented: 1) Duty, 2) Problem and condition analysis, 3) Foresight of development and failure, 4) Development and the reasons of intervention targets, 5) The measures and reasons of the decisions taken, 6) Evaluating the measures and decisions. This study will guide decision makers and practitioners in planning and conducting national and international studies to protect the rights of elderlies.
