The main purpose of rural development policies implemented by both countries and global scale organizations is to minimize the development difference between regions, which is seen as one of the biggest problems of development. Turkey has reached a new source in rural development of funding with IPARD program. While supporting rural development with the IPARD Program and also, it's aimed to bring the enterprises to EU standards. Fresh and processed fruit products are the leading agricultural export products of Turkey. Isparta province in many fruits especially apples have a significant share of production in Turkey. In this study, the structure of the enterprises benefiting from IPARD supports and the effects of the supports on the sector were examined in the province of Isparta. As a result of the research; It was determined that 141 projects were supported in this sector with IPARD supports, 22% of which was in Isparta, and 398 million TL was invested in return for 163 million TL grant payment. In the province of Isparta, a cold storage volume of 242 thousand m3 and sorting-packaging capacity of 40 tons / hour in total have been provided with these supports. It has been determined that the project ratio of cooperatives is very low (6.5%), and technical and administrative restrictions in support procedures negatively affect the number of projects. It was concluded that revising the supports to include processed products that provide added value will increase the use of funds.
