REPRESENTATION OF THE SECOND CONSTITUTIONAL ERA IN THE BRITISH PRESS

This study focuses on how the Second Constitutional Era (24 July 1908) was represented in the British press. Employing descriptive content analysis, the study analyses 270 news articles published between 20 July and 5 August 1908 in The Times, The Telegraph, Daily Mirror, Daily Mail and The Sunday Times, which also constitutes the limitation of the research. Five thematic categories were utilised in the analysis: the framing of the event, actor representations, emotional attitudes, references to British interests, and expectation and risk assessments. The significance of the study lies in revealing how one of the hegemonic states of the period approached one of the crucial turning points in Turkish modernisation, such as the Second Constitutional Era. The examination reveals that the British press refrained from using a single political label, instead employing various and often contradictory designations such as “revolution”, “reform”, “rebellion”, and “coup”. In terms of actor representations, positive references to the Young Turks outweigh the negative ones. When it comes to British interests, the “Macedonian Reforms” emerged as the most frequently referenced subject. Consequently, from the perspective of journalistic practice, the news articles in question transcended the claim of objectivity and functioned to legitimise British national interests.

II. MEŞRUTİYET’İN İNGİLİZ BASININDA TEMSİLİ
Öz
Bu çalışma, II. Meşrutiyet’in (24 Temmuz 1908) İngiliz basınında nasıl temsil edildiğine odaklanmaktadır. Çalışmada 20 Temmuz – 5 Ağustos 1908 tarihleri arasında The Times, The Telegraph, Daily Mirror, Daily Mail ve The Sunday Times gazetelerinde yayımlanan 270 haber makalesi betimsel içerik analizi kullanılarak analiz edilmektedir. Bu aynı zamanda araştırmanın sınırlılığını oluşturmaktadır. Analizde beş tematik kategori kullanılmıştır: Olayın çerçevelenmesi, aktör temsilleri, duygusal tavırlar, İngiliz çıkarlarına yapılan atıflar ile beklenti ve risk değerlendirmeleri. Çalışmanın önemi ise II. Meşrutiyet gibi Türk modernleşmesindeki önemli kırılmalardan birine dönemin hegemonik devletlerinden birinin nasıl yaklaştığının ortaya konmasıdır. Yapılan incelemede, İngiliz basınının tek bir siyasi etiket kullanmaktan kaçındığı, bunun yerine “devrim”, “reform”, “isyan” ve “darbe” gibi çeşitli ve çoğu zaman çelişkili tanımlamaların kullanıldığı görülmektedir. Aktör temsillerinde, Jön Türklere yönelik olumlu atıflar olumsuz olanlara göre daha ağır basmaktadır. İngiliz çıkarları söz konusu olduğunda, “Makedonya Reformları” en çok atıf alan konu olmuştur. Dolayısıyla gazetecilik pratiği açısından ele alınan haberler, nesnellik iddiasının ötesine geçerek İngiliz ulusal çıkarlarını meşrulaştırma işlevi görmüştür.
