Uluslararası Güvenliği Kim Yönetiyor? Modern Polis İnşasının Gösterdikleri

Öz

Son yıllarda, uluslararası ilişkiler literatüründe küresel güvenlik yönetişimi tartışmalarına hakim olan geleneksel paradigmalar karşısında alternatif bakış arayışları oldukça ön plandadır. Geleneksel yaklaşımların ötesine geçebilme kaygısını paylaşan bu makale, ulusaşırı tarihsel maddeci yaklaşımın bu başlıktaki analitik gücünü, yaklaşımın sunduğu olanak ve sahip olduğu kısıtları test etmeyi amaçlamaktadır. Bu doğrultuda, çalışma modern polis aygıtlarının 19. yüzyıldaki uluslararasılaşma serüvenine odaklanmakta ve güvenlik alanındaki ulus-üstü eğilimlerin henüz modern polis kurumunun inşa edilmesi aşamasında devrede olduğuna işaret etmektedir. Bu durum, devletin uluslararasılaşmasının genel kanının aksine 2. Dünya Savaşı sonrası dönemin münhasır bir ürünü olmadığını gösterirken, uluslarasılaşmanın taşıyıcı kadrolarının- ekonomi dışı ya da en iyi ihtimalle göreli özerkliğe sahip olduğı varsayılan uluslararası güvenlik alanında dahi- sınıf refleksiyle davrandığının altını çizmektedir.

Who Governs the International Security? The Case of Modern Police Formation

Abstract

The debates on global security governance have been recently challenged by alternative and indeed mostly critical approaches to traditional international security paradigms. Departing from a similar quest to transgress the limits posited by these traditional approaches, this paper tries to test the analytical power or discover the limits and promises of the transnational historical materialist approach to IR. To this end, the research focuses on the 19th century modern police formation era and points out the existence of trans-national dispositions in this very early police formation process. This state of affairs demonstrates not only that the phenomenon of state internationalization is concurrent with the modern state formation processes, but also that the trans-national cadres involved in the making of the modern security field- a field assumed to possess an extra-economic substance or a relative autonomy at bestact in accordance with the bourgeois class power.
