An economic evaluation by a "money doctor": what Led Edwin Walter Kemmerer to Türkiye?

The early 1930s saw Turkey reaching out to numerous influential economists. Türkiye received recommendations from those economists to embrace the classical economics that was effective in the pre-1914 era. The proposed strategies urged Turkey to uphold classical economic orthodoxy and to defer its substantial industrial and infrastructure developments, thus prioritizing its comparative advantage in agricultural progress on the global stage. Edwin Walter Kemmerer, one of the most prominent economists who were invited by Türkiye, has a special place due to his knowledge of economics, his reputation in global economic circles and his relationships in investment circles. The purpose of this investigation is to delve into the intricate narrative that underlies Kemmerer's fleeting trip to Türkiye. To facilitate this exploration, the study first reassesses Kemmerer's role in the context of global economic history, and subsequently evaluates his brief assignment against the backdrop of Türkiye’s political and economic landscape. Edwin Walter Kemmerer's short visit to Türkiye reflects Türkiye’s economic and foreign policy searches in the interwar period.

Bir "para doktoru"nun ekonomi tetkiki: Edwin Walter Kemmerer Türkiye’ye neden geldi?

Öz

Erken 1930’larda Türkiye çok sayıda ünlü ekonomisti misafir etti. Bu ekonomistler Türkiye’ye 1914 öncesi dünyanın ekonomi kurallarını (klasik ortodoks ekonomi bilgisini) reçete ettiler. Bu çerçevede Türkiye’nin ağır yatırımlarını erteleyerek klasik ortodoksiye sadık kalması ve küresel iş bölümünde mukayeseli üstünlüğü olan kırsal kalkınmaya öncelik vermesi önerildi. Türkiye’nin bu dönemde davet ettiği ünlü ortodoks ekonomistlerden biri olan Edwin Walter Kemmerer ekonomi bilgisi, küresel ekonomi çevrelerindeki saygınlığı ve yatırım çevrelerinde sahip olduğu ilişkileriyle özel bir yere sahiptir. Bu çalışmada Edwin Walter Kemmerer’in uzun bir öyküye sahip olan kısa Türkiye ziyaretinin nedenleri tartışılmıştır. Bu maksatla hayat hikayesi ilk olarak küresel ekonomi tarihi içinde ele alınmış, ardından ise Türkiye’de dönemin siyasi ve iktisadî koşulları içinde değerlendirilmiştir. Edwin Walter Kemmerer’in kısa Türkiye ziyaretinin, Türkiye’nin iki dünya savaşı arası dönemde ekonomi ve dış politika arayışlarını yansıttığı tespit edilmiştir.
