Influence of governmental support mechanisms on entrepreneurial intentions and business ownership across institutional contexts

Öz

This study examines how governmental support (GS), taxes and bureaucracy (TB), and government programs (GP) relate to entrepreneurial intention (EI) and established business ownership (EBO) across institutional contexts. We use GEM data (2001–2018) and estimate random-effects GLS models for four country clusters. The results show clear stage sensitivity and strong context dependence. Where policy coherence and predictability are high, GS relates positively and statistically significantly to EI (e.g., β = 1.496 in strong-support systems; β = 5.520 in high-activity ecosystems). Where fragmentation dominates, these channels break down. In high-bureaucracy environments, GS and GP relate negatively and statistically significantly to EBO (e.g., GP → EBO: β = −1.965) and TB shows no robust association. In emerging economies, GS, TB, and GP relate negatively and statistically significantly to EBO (e.g., GP → EBO: β = −4.232), consistent with weak enforcement capacity and uneven delivery. Overall, government interventions are not universally beneficial and not stage-neutral. Their effects depend on institutional credibility and delivery quality, and on aligning GS, TB, and GP with the different requirements of EI and EBO.

Öz

Bu çalışma, kurumsal bağlamlarda hükümet desteği (GS), vergiler ve bürokrasi (TB) ile hükümet programlarının (GP) girişimcilik niyeti (EI) ve yerleşik iş sahipliği (EBO) ile nasıl ilişkili olduğunu incelemektedir. GEM verileri (2001–2018) kullanılmakta ve dört ülke kümesi için random-effects GLS modelleri tahmin edilmektedir. Bulgular, belirgin bir aşama duyarlılığı ve güçlü bir bağlam bağımlılığı göstermektedir. Politika uyumu ve öngörülebilirliğin yüksek olduğu ortamlarda GS, EI ile pozitif ve istatistiksel olarak anlamlı ilişki sergilemektedir (örn., güçlü destek sistemlerinde β = 1.496; yüksek girişimcilik faaliyetli ekosistemlerde β = 5.520). Parçalanmanın baskın olduğu ortamlarda ise bu kanallar zayıflamaktadır. Yüksek bürokrasi ortamlarında GS ve GP, EBO ile negatif ve istatistiksel olarak anlamlı ilişkilidir (örn., GP → EBO: β = −1.965) ve TB tutarlı bir ilişki göstermemektedir. Gelişen ekonomilerde ise GS, TB ve GP'nin tamamı EBO ile negatif ve istatistiksel olarak anlamlı ilişki sergilemektedir (örn., GP → EBO: β = −4.232); bu desen, zayıf yaptırım kapasitesi ve düzensiz uygulama ile uyumludur. Genel olarak devlet müdahaleleri ne evrensel olarak fayda üretmektedir ne de aşama-nötrdür. Etkiler, kurumsal güvenilirliğe ve uygulama kalitesine, ayrıca GS, TB ve GP'nin EI ve EBO'nun farklı gereksinimleriyle uyumuna bağlı olarak değişmektedir.
