CREATING PLAY OPPORTUNITIES FOR REFUGEE CHILDREN: A DISCUSSION ON ADVISES TO LOCAL AUTHORITIES

Human beings have been migrating to different places since first ages due to natural or man-made disasters. Recently number of refugees have increased rapidly because of the crisis happening in Syria and Turkey has become most effected country from this immigration waves. Although this is a problem at the international level, Turkey need to respond many of those problems in the first hand as it is the first stop in this immigration process. According to United Nations Human Rights Council statements Turkey accommodates 2.8 million refugees but actual number might be higher due to fact that illegal immigration is also an issue. Furthermore, Turkey will accommodate even more refugees until they are officially accepted as immigrants by other nations according to agreement has been signed with EU in 2016.

In this situations people’s lives change forever and vulnerable groups such as children especially effected from the consequences and almost 50% of the refugees in Turkey are children. Although children’s right to play and attend recreational activities is protected by article 31 of “Convention on the Rights of the Child”, it is very hard to make sure that children’s rights to play is protected and respected in the situations children required to live in temporary accommodations as refugees. Therefore, this paper aim to explore the refugee children’s daily places in cities and whether their right to play is achieved in this situation. Furthermore, this paper discusses some possible strategies for fast and low cost play provision to advise local authorities.

SIĞINMACI ÇOCUKLAR İÇİN OYUN İMKANI SAĞLAMAK: YEREL YÖNETİMLERE TASVİYELER ÜZERİNE BİR TARIŞMA

Öz

İnsanlar doğal yada yapay afetlerden dolayı ilk çağlardan bu yana göç halindedir. Yakın zamanda Suriye'de gelişen krizden dolayı dünya çapındaki göçmen sayılarında büyük bir artış olmuş ve bu göçmen dalgasından en çok etkilenen ülke Türkiye olmuştur. Bu uluslararası düzeyde bir problem olmasına rağmen, Türkiye göç rotasındaki ilk durak olduğu için göçmenlerin yaşadıkları bir çok probleme ilk elden çözüm üretmek zorunda kalmıştır. Birleşmiş Milletler İnsan Hakları Konseyi'nin açıklamalarına göre Türkiye'de 2.8 milyon sığınmacı yaşamaktadır fakat yasal olmayan yollaradan ülkeye giren göçmenlerinde olduğu düşünüldüğünde bu rakamın çok daha yüksek olduğu tahmin edilmektedir. Ayrıca 2016 yılında Türkiye ile Avrupa Birliği arasında imzalanan anlaşma gereği, Türkiye Avrupa ülkeleri tarafından yasal sığınmacı olarak kabul edilene kadar daha fazla sayıda göçmene ev sahipliği yapmak zorunda kalacaktır.

Böyle durumlarda insanları hayatları sonsuza kadar değişir ve bu durumdan en çok etkilenen kitle göçmen nüfusunun %50'lik kısmını oluşturan çocuklardır. Çocukların rekreasyonel aktivitelere katılma ve oyun oynama hakkı Çocuk Hakları Bildirgesi'nin 31 maddesi ile koruma altına alışmış olsa da, insanları sığınmacı olarak geçici barınma alanlarında yaşadıkları bir ortamda çocukların oyun oynama hakkına saygı göterildiğinden ve korunduğundan bahsetmek oldukça zordur. Bu sebeple bu makelede sığınmacı çocukların günlük mekanlarını ve oyun hakkının ne derece elde edildiğini sorgulanacaktır. Dahası, bu makalede yerel yönetimlere tavsiyelerde bulunmak amacı ile çocuklara hızlı ve düşük bütçeli oyun sağlama stratejileri üzerinede bir tartışma yürütülecektir.
