İSTİHBARAT VE DIŞ POLİTİKA İLİŞKİSİ: ABD İSTİHBARAT TOPLULUĞU İNCELEMESİ

Öz

Çalışmanın konusunu ABD istihbarat topluluğu incelemesi bağlamında istihbarat ve dış politika ilişkisi oluşturmaktadır. ABD istihbarat teşkilatının yapısal organizasyonu uzmanlığa dayalı fonksiyonel görev dağılımı bağlamında oluşturulmuştur. Bünyesinde yer alan 16 istihbarat teşkilatının koordinasyon ve eşgüdümünden sorumlu bir çatı organizasyon vardır. Çalışmada “Dış politikada küresel ve çevresel etmenler doğrultusunda uygun kararların alınabilmesi için istihbarat teşkilatlarının rolü nedir? Bir istihbarat topluluğu dış politika etkinliğini sağlamaya yönelik nasıl hareket eder? ABD istihbarat topluluğunda bu işleyiş nasıldır?” sorularına cevap aranmaktadır. Bu amaçla Küba Füze Krizi, Vietnam Savaşı, Körfez Savaşı ve Irak Müdahalesi gibi vaka analizleri üzerinden ABD istihbarat topluluğu ve ABD dış politikası ilişkisinin somutlaştırılması sağlanmaktadır. Analizlerde bahse konu kurumların yayınladığı birincil kaynakların yanı sıra akademik literatürden de faydalanılmıştır

Öz

This paper scrutinizes the relationship between intelligence and foreign policy based on the analysis of the US intelligence community and its foreign policy. US intelligence community is composed of 16 specific agencies which are institutionalized based on the principle of functional distribution based on specialization. This study tries to answer some questions on the nexus of foreign policy and intelligence: What is the role of intelligence agency in foreign policy making? How can an intelligence agency contribute to an efficient foreign policy? How does the relationship between foreign policy decision makers and intelligence agencies function in the US case? In doing so, this study analyses the nexus between US foreign policy making process and the US intelligence community thorough evaluating the Cuban Missile Crisis, Vietnam War, Gulf War and the invasion of Iraq. In its analysis, this study is based on some primary sources of related institutions as well as the academic literature
