DEVLET DESTEKLİ BİREYSEL EMEKLİLİK SİSTEMİ VE MAKRO DÜZEYDE EKONOMİK YANSIMALARI

Öz

Hükümetin emeklilik hesaplarına doğrudan katkıda bulunduğu yeni bir bireysel emeklilik sistemi, 2013'ten beri Türkiye'de icra olunmaktadır. Bu çalışmada, bu yeni bireysel emeklilik sisteminin, tasarruf oranı, sermaye stoku ve bireylerin uzun vadeli refahı üzerindeki etkileri incelenmektedir. Bireysel emeklilik varlıklarındaki artışın %23,9'u, artan tasarruf sağlamaktadır. Yeni sistemin somut sermaye stokundaki etkisi %15,6'lık bir artıştır. Uzun dönem refah analizine göre, doğmamış bir birey ekonomiye bireysel emeklilik hesapları ile doğmuş olmayı tercih etmektedir. Sonuç olarak da, bireysel emeklilik hesaplarında alınan ücretlerin düşürülmesinin, net tasarruf oranının ve fiziksel sermayenin stokunda belirgin bir iyileşme sağladığı savunulmaktadır.
