Öz

Dördüncü Endüstri Devrimi (4ED) nedeniyle insanlığın yakın gelecekte, şu ana kadarki tarihimize kadar tecrübe edilenden daha fazla değişiklik yaşayacağı beklenmektedir. Yeni nesil, bireysel ya da topluluk olarak, özerklik arayışıyla, işletmelere, hükümetlere ve kurumlara meydan okuyan teknolojiyi giderek daha fazla kullanmaktadır. Bu büyük yıkım çağında, hükümetler ise vatandaşları için uzun vadeli, eşitlikçi büyümenin nasıl sağlanacağı ve sürdürüleceği konusunda her zamankinden daha fazla endişe duymaktadırlar. Bu aşamada 4ED’nin gündeme getirdiği artan karmaşıklığın politika yapım süreçlerine etkisi nedir? Özellikle politika oluşturma süreçleri nasıl daha katılımcı hale getirilebilir? Çalışmamız, bu sorulara yanıt ararken 4ED ve gündeme getirdiği artan karmaşıklığa yakından bakar. Akabinde, 4ED’nin olası negatif etkilerinin kontrol altına alınması ve iyileştirici (eşitlikçi ve adil) etkilerinin arttırılmasına yardımcı olan yönetişim yaklaşımlarının ana unsurlarını irdeler. Burada özellikle politika oluşturma sürecinin katılımcı niteliği ve yaygın iş birliği karakteri günümüzde toplumsal düzeyde eşitlikçi ve adaletli bir yaklaşımın yapıtaşlarını oluşturduğunu ortaya koyar.
