Öz

İstihbarat teşkilatları için en büyük problemlerden birisi hiç şüphesiz kendi personelinin çift taraflı ajan haline gelmesidir. Çalışma, görevi sadece teşkilat bünyesindeki casusları yakalamak olan bir birimin kurulması halinde neler olabileceği problemini incelemeye almıştır. İstihbarat üretiminde casusluğun yeri tespit edilmeli ve casusluk motifleri gösterilmelidir ki bu faaliyetlere karşı çözüm önerileri de geliştirilebilsin Dolayısıyla temel problemin haricinde “istihbarat üretiminde casusluğun yeri nedir?” ve “kişileri casusluğa iten etmenlerin nelerdir?” alt problem cümlelerine de cevap aramıştır. Bu bağlamda çalışmada nitel veri analizi yöntemi kullanılarak makale, kitap, rapor, ders planları, tez, mülakat metni gibi dokümanlar incelenmiştir. Elde edilen veriler baz alınarak istihbarat teşkilatları bünyesinde bir İç Güvenlik Birimi (İGB) kurulmasını önermektedir. Bu önerisinin güçlü ve zayıf yanlarını görebilmek içinse GZFT Analizi yöntemini kullanmış ve 8 güçlü yön, 8 zayıf yön, 3 fırsat ve 3 adette tehdit tespit edilmiştir. Zayıf yönlerinin süreç içerisinde iyileşip iyileşemeyeceğini tartışmış, tehditler hakkında ise çözüm önerilerini belirtmiştir.

Spying The Spyers: A SWOT Analysis on the Creation of Internal Security Unit in Intelligence Agencies

Öz

One of the biggest problems for intelligence agencies is undoubtedly the betrayal of their own personnel. The study examined the problem of what could happen if a unit whose only duty was to catch spies within the organization was established. The place of espionage in intelligence production should be determined and espionage motives should be shown so that solution proposals can be developed against these activities. Therefore, in addition to the main problem, the sub-problem sentences of “what is the place of espionage in intelligence production?” and “what are the factors that push people to espionage?” were also sought. In this context, the study examined documents such as articles, books, reports, lesson plans, theses, and interview texts using the qualitative data analysis method. Based on the obtained data, it proposes the establishment of an Internal Security Unit (IGB) within the intelligence agencies.
