INVESTIGATION OF HAKKARI UNIVERSITY’S ACTIVITIES IN THE FRAME OF INSTITUTIONAL THEORY ASSUMPTIONS

Öz

In the study, it is aimed to investigate to what extent the basic assumptions of the institutional theory
are effective in understanding and explaining the activities of Hakkari University. Interviews were made with
11 administrators (rector, vice-rector, faculty deans, institute directors and college directors) working at the
university and all documents (regulations, reports, news and books) belonging to Hakkari University for the
years 2009-2020 were examined. The data obtained were analyzed in NVivo 12 qualitative data analysis
programs. The results show that there is a dependent relationship between Hakkari University and the state's
top management. Accordingly, the legal framework set by the state is a coercive source of isomorphism.
Although Hakkari University is still in the establishment phase, it is a university that has well-equipped
academicians and has a high academic publication quality. In addition, it is seen that while opening new
departments, it has benefited from the models of other universities. These relationships are the source of
mimetic isomorphism In Hakkari University, a lot of attention is paid to the cooperation with local
governments and other universities. By bringing this issue to the forefront, it has been determined that there
is an effort to strengthen the pragmatic legitimacy perception. Finally, cognitive legitimacy is tried to be
obtained by frequently giving place to common values, common sensibilities, culture and aesthetics in the
local environment.

HAKKARİ ÜNİVERSİTESİ’NİN FAALİYETLERİNİN KURUMSAL KURAM VARSAYIMLARI ÇERÇEVESİNDE İNCELENMESİ

Öz

Çalışmada, Hakkari Üniversitesi’nin faaliyetlerinin anlaşılmasında ve açıklanmasında kurumsal kuramın temel varsayımlarının ne derecede etkili olduğu araştırılmaktadır. Üniversitede görevini sürdüren 11 yönetici (rektör, rektör yardımcısı, fakülte dekanları, enstitü müdürleri ve yüksekokul müdürleri) ile görüşmeler yapılmış ve Hakkari Üniversitesi’ne ait tüm dokümanlar (yönetmelikler, raporlar, haberler ve kitaplar) incelenmiştir. Edinilen veriler NVivo 12 nitel veri analizi programında analiz edilmiştir. Sonuçlar, Hakkari Üniversitesi ile devletin üst düzey yönetimi arasında “bağımlı” bir ilişki olduğunu göstermektedir. Buna göre devlet tarafından belirlenen yasal çerçeve zorlayıcı eşbiçimlilik kaynağı olmaktadır. Hakkari Üniversitesi henüz kurulum aşamasında olmasına rağmen bünyesinde donanımlı akademisyenleri barındıran ve akademik yayın kalitesi yüksek olan bir üniversitedir. Ayrıca, yeni bölümler açılırken diğer üniversitelerin modellerinden yararlandığı görülmektedir. Bu ilişkiler üniversite için taklitçi eşbiçimlilik kaynağı olmaktadır. Hakkari Üniversitesi’nde gerek yerel yönetimlerle gerekse diğer üniversitelerle gerçekleştirilen işbirliklerine oldukça fazla önem verilmektedir. Bu husus ön plana çıkarılarak pragmatik meşruiyet algısının güçlendirilmeye çalışıldığı saptanmıştır. Son olarak, yerel çevredeki ortak değerlere ve ortak hassasiyetlere, kültür ve estetiğe yönelik söylemlere sıklıkla yer verilerek bilişsel meşruiyet elde edilmeye çalışıldığı görülmüştür.
