GELECEĞİN GÜVENLİĞİNDE DENİZLER: ÜLKELERİN DENİZLERE ERİŞİMİ İLE SÜRDÜRÜLEBİLİR KALKINMA ARASINDAKİ İLİŞKİNİN AÇIKLANMASI

Öz

Coğrafi konum ve bu konumdan kaynaklanan fiziki özellikler, tarih boyunca devletlerin güç kaynaklarından birini oluşturmuş, politik davranışları şekillendiren unsurların başında gelmiştir. Denize kıyısı olan devletler; ekonomik, askerî, siyasi, diplomatik ve kültürel açıdan denizlerin sunduğu imkânlardan faydalanırken karayla çevrili ülkeler önemli bir kısıtlama ile karşı karşıya kalmıştır. Bu çalışmanın amacı, devletlerin denizlere erişimi ile sürdürülebilir kalkınma arasında bir ilişki olup olmadığının araştırılmasıdır. Bu çalışmada, nitel araştırma yöntemi olarak doküman analizi kullanılmış, nicel araştırma kapsamında ise Birleşmiş Milletler tarafından ilan edilen Sürdürülebilir Kalkınma Hedefleri Endeksi aracılığıyla karayla çevrili ülkelerin performansı betimsel istatistik yöntemiyle incelenmiştir. Çalışmanın bulguları arasında; 2024 yılı itibariyle toplam 43 kara ülkesi arasından üç ülkenin SKH Endeksinin hesaplanamadığı, toplam 167 ülke ile gerçekleştirilen sıralamada ise karayla çevrili ülkelerin genellikle son sıralarda yer aldığı görülmüştür. Sonuç olarak insani bir yaşam için denizlerin devletlere önemli fırsatlar sunduğu ve bu kapsamda denizlere erişimi bulunan devletlerin kara ülkelerine kıyasla daha ayrıcalıklı bir konuma sahip olduğu tespit edilmiştir.

THE SEAS IN THE SECURITY OF THE FUTURE: EXPLAINING THE RELATIONSHIP BETWEEN COUNTRIES' ACCESS TO THE SEAS AND SUSTAINABLE DEVELOPMENT

Öz

Geographical location and the physical characteristics arising from it have historically constituted one of the key sources of power for states and have been among the primary factors shaping political behavior. While coastal states benefit from the opportunities provided by the seas in economic, military, political, diplomatic, and cultural aspects, landlocked countries face significant constraints. The aim of this study is to examine whether there is a relationship between states' access to the seas and sustainable development. In this study, document analysis was employed as a qualitative research method, while in the quantitative research framework, the performance of landlocked countries was analyzed using the descriptive statistical method through the Sustainable Development Goals (SDG) Index, as declared by the United Nations (UN). The findings of the study indicate that, as of 2024, among the total of 43 landlocked countries, the SDG Index could not be calculated for three of them. Furthermore, in the ranking conducted among 167 countries, landlocked states were generally positioned at the lower end of the list. In conclusion, it has been determined that seas provide significant opportunities for states to ensure a decent standard of living. In this context, states with access to the seas hold a relatively privileged position compared to landlocked countries.
