DETERMINATION OF HUMAN RESOURCE MANAGEMENT PROBLEMS IN EMERGENCY HEALTH SERVICES AND PRIORITIZATION OF THAT BY USING ANALYTIC HIERARCH PROCESS: CASE OF AMBULANCE SERVICE

This study aims to determine problems relating human resource management in ambulance services and prioritizate that by using Analytic Hierarchy Process (AHP). The study was performed in Izmir 112 Ambulance Service (IZAS) and research was implemented in two stages. In first stage, criterias and problem areas relating human resource management were determined by interviewing 12 managers (head physician (1), assistants of head physician (3), command physicians (3), station keeper (3), purchasing manager (1), technic service keeper (1)) who worked in ambulance service. In the second stage, it was asked managers weighting problem areas through evaluation forms generated according to specified criteria. AHP was used for problem prioritization. As a result of the study, it was revealed the priority importance of criteria is applicability, generalizability and controllability, also the priority of problem areas in human resources management in ambulance service are related to in-service training, job descriptions and the distribution of workload. The results suggest ambulance service managers primarily need to move to problems and a workable solution in these two areas.
