Öz

Mayors have impact on local governments and those who are governed for legal representatives of municipalities are mayors and the importance of dutiesassumed by muncipalities. In this article, mayors eligibility requirement criteria are evaluated from the miscellaneous aspects, scientific criteria are adopted about what the criteria can be and solution proposals are offered. This article is prepared by using the main two branches of “New Public Management” which is seperated to “research” and “argumentation” method. Circumstances in Turkish law is brought up a matter with analytic perspective byquoting some vital reference patterns from foreign law about eligibility requirement of mayors

Belediye Başkanlarının Seçilebilme Yeterliliği Kriterlerinin Değerlendirilmesi

Öz

Belediyelerin yasal temsilcilerinin belediye başkanları olması ve belediyelerinüstlenmiş oldukları görevlerin önemi nedeniyle belediye başkanlarının yerelyönetimler ve yönetilenler üzerinde etkisi vardır. Bu makalede belediye başkanlarının seçilme yeterliliği kriterleri çeşitli açılardan değerlendirilmiş, kriterlerin neler olabileceği konusunda bilimsel kriterler ve çözüm önerileri getirilmiştir. Bu makale, “Yeni Kamu Yönetimi” anlayışının iki temel kavramolan “araştırma” ve “muhakeme” metodu kullanılarak hazırlanmıştır.1Belediye başkanlarının seçilme yeterlilikleri açısından yabancı hukuktan bazı örnekler verilerek, Türk hukukundaki durum çözümsel bakış açısı ile ortaya konulmuştur
