YAPAY ZEKÂ UYGULAMALARININ KAMU YÖNETİMİNDE KARAR ALMAYA ETKİSİ

Öz

Karar alma, insanın psikolojik, zihinsel ve biliş düzeyi vb. içsel faktörlerle yakından ilişkili olduğu gibi çeşitli dışsal faktörlerin de oldukça belirleyici olduğu bir ortamda yapılan bir eylemdir. Kamu yönetiminde karar verme sürecini kapsamlı olarak ele alan çeşitli karar alma modelleri geliştirilmiştir. Bu modeller, karar verme sürecinin doğasından ve işleyişinden kaynaklı zorluklara çözüm üretmek, en iyi ve en doğru kararların nasıl alacağına ilişkin öngörü sunmak, mevcut yaklaşımlardaki boşluklara ve eksikliklere dikkat çekmek için bir alternatif olarak ortaya çıkmış ve karar verme eylemine/sürecine farklı noktalarda önemli katkıda bulunmuştur.
Yaşanan teknolojik ilerleme bağlı olarak yüksek dijitalleşme ve yapay zekâ sistemleri, kamu idarelerini gerek yapısal anlamda gerekse hizmet sunum yöntemlerinde değişime zorlamıştır. YZ teknolojileri, kamu sektöründe farklı uygulama alanlarında sergilediği yüksek performans ile oldukça rağbet gören trend teknolojilerden biri haline gelmiştir. YZ, büyük veri analizi ve tahmin dayalı analitik gibi alanlarda sergilediği üstün yeteneklerle kamu yönetiminde geleneksel karar alma sürecini derin ve kapsamlı bir değişim ve dönüşüme uğramıştır. YZ tabanlı çözümler, karar alma sürecinde karşılaşılan çeşitli güçlüklerin üstesinden gelmeyi kolaylaştırmasının yanı sıra maliyet, hız, etkinlik, doğruluk, güvenirlik vb. açısından sağladığı avantajlardan dolayı yaygın başvurulan bir araç haline gelmiştir.
Bu çalışmanın amacı; kamu yönetiminde karar alma modellerine de yer verilerek YZ uygulamalarının kamu yönetiminde genel hatlarıyla nasıl uygulandığı ve bu uygulamaların yol açacağı olası etkilerin bazı örnek uygulamalar perspektifinde incelenmesidir.
