İŞ SAĞLIĞI VE GÜVENLİĞİNDE DENETİM PROBLEMLERİ

Öz

Bu çalışmanın amacı, Sakarya’daki küçük ve orta ölçekli işyerlerinde iş sağlığı ve güvenliği (İSG) kapsamında iç denetim ile Rehberlik ve Teftiş Başkanlığı tarafından yapılan dış denetimlerde yaşanan sorunları belirlemek ve çözüm önerileri sunmaktır. İSG denetimlerinin yalnızca ceza odaklı değil, bilgilendirici ve yönlendirici yaklaşımla yapılmasının proaktif kültürün gelişimine katkı sağladığı vurgulanmaktadır. Ayrıca öz denetim mekanizmasının iş yükünü azaltarak iş kazaları ve meslek hastalıklarını önlemede önemli rolü bulunmaktadır. Çalışma kapsamında Sakarya’da 55 çalışanla mülakat yapılarak veriler betimsel analizle incelenmiştir. Bulgulara göre; iç denetimlerde denetim iklimi eksikliği, düzensizlik, zaman kısıtı, yapay davranışlar, yetersiz uygulama ve çalışanlara ayrımcılık sorunları; dış denetimlerde ise sıklık ve kapsam yetersizliği, müfettişlerin bilgi ve deneyim eksikliği ile gayri ahlaki tutumlar öne çıkmaktadır. Bu problemlere yönelik çeşitli çözüm önerileri geliştirilmiştir.

CHALLENGES IN OCCUPATIONAL HEALTH AND SAFETY AUDITS

Öz

This study aims to identify the problems experienced in occupational health and safety (OHS) internal and external audits by the Guidance and Audit Board in small and medium-sized enterprises (SMEs) in Sakarya, and to propose solutions. It is emphasized that OHS inspections should not be solely penalty-oriented but rather informative, encouraging, and guiding, which facilitates the development of a proactive safety culture. In addition, self-audit mechanisms play a significant role in reducing workload and preventing occupational accidents and diseases. Within the study, interviews were conducted with 55 employees in SMEs in Sakarya, and the collected data were analysed through descriptive methods. The findings reveal problems in internal audits such as lack of audit climate, irregularity, time constraints, artificial behaviours, insufficient practices, and discrimination. In external audits, issues include frequency and scope limitations, inspectors’ lack of knowledge and experience, and unethical behaviours. Several solution proposals are presented to address these challenges.
