Since Covid-19 was declared a pandemic by the World Health Organization on March 11, 2020, national and global problems have emerged in various fields. Due to the pandemic, which still causes many people to die, countries have had to take partial and full closure decisions from time to time in order to minimize physical contact in order to prevent the spread of the disease in the community. With these closure decisions, the masses struggled for a long time in isolation at home.
Although the fight against the Covid-19 Pandemic started in the field of health in the first place, due to the negative effects of the pandemic, this struggle was reflected in various fields such as social, economic, cultural and education over time. Countries have also put in place immediate action policies in order to get rid of the negative effects of the pandemic with the least damage. In this context, one of the most affected areas requiring urgent intervention and struggle has been employment. Various support and aid packages have been introduced in most countries within the scope of emergency action policies for employment. In this context, in order to overcome the employment problem brought by the pandemic, countries have primarily tried to protect employment with reactive policies with high ability to respond quickly.

İşsizlikle Mücadelede İstihdam Politikaları ve Pandemi Döneminde Uygulanan Reaktif Politikalar

Covid-19’ un Dünya Sağlık Örgütü tarafından 11 Mart 2020 tarihinde pandemi ilan edilmesinden bu yana, çeşitli alanlarda ulusal ve küresel çapta sorunlar ortaya çıkmıştır. Halen birçok insanın yaşamını kaybetmesine neden olan pandemi nedeniyle ülkeler hastalığın toplum içinde yayılmasını önlemek için fiziksel teması en aza indirebilmek adına zaman zaman kısmi ve tam kapanma kararları almak durumunda kalmıştır. Alınan bu kapanma kararlarıyla birlikte kitleler uzun bir zaman evlerde izole bir şekilde yaşam mücadelesi vermiştir.
Covid-19 Pandemisiyle mücadele, her ne kadar ilk etapta sağlık alanında başlasa da pandeminin olumsuz etkileri nedeniyle bu savaşım zamanla sosyal, ekonomik, kültürel, eğitim gibi türlü alanlara da yansımıştır. Ülkeler de pandeminin olumsuz etkilerinden en az hasarla kurtulabilmek adına derhal acil eylem politikalarını devreye koymuşlardır. Bu çerçevede öncelikli etkilenen acil müdahale ve mücadele gerektiren alanlardan biri istihdam alanı olmuştur. İstihdama yönelik olarak acil eylem politikaları dahilinde çoğu ülkede çeşitli destek ve yardım paketleri devreye girmiştir. Bu kapsamda ülkeler pandeminin getirdiği istihdam sorununun üstesinden gelebilmek adına öncelikli olarak hızlı cevap verebilme kabiliyeti yüksek reaktif politikalarla istihdamı koruma altına almaya çalışmışlardır.
