Policies implemented in Turkey to reduce inequality of opportunity in preschool education

Abstract

Children’s 3-6 age range is a critical stage in the pre-school education period and especially in children’s social, personality and intelligence development. In this period, it is very important for the development of disadvantaged children that they have access to quality education. According to the OECD average, Turkey is among the countries with the lower access to pre-school education. This shows that there is an inequality of opportunity in pre-school education. In this study, the projects carried out by the Ministry of National Education (MEB) to reduce the inequality of opportunity in pre-school education in Turkey are discussed and information about the supports implemented in recent years is presented. Descriptive analysis was performed by scanning secondary data sources (YÖK’s databases related to theses, reports, articles, data registered in the electronic environment, papers, etc.). In this context, inorder to reduce inequality in education, there is a need for an education program compatible with international quality standards and comprehensive projects that will involve parents.

Okul öncesi eğitimde fırsat eşitsizlikliğini azaltmaya yönelik Türkiye’de uygulanan politikalar

Öz

3-6 yaş aralığı okul öncesi eğitim dönemini kapsayan ve özellikle çocukların sosyal, kişilik ve zekâ gelişimlerinde kritik bir evredir. Bu dönemde dezavantajlı çocukların nitelikli eğitime erişilebilir olması gelişimleri açısından çok önemlidir. OECD ortalamasına göre Türkiye, okul öncesi eğitimde erişimin düşük olduğu ülkeler arasında yer almaktadır. Bu da okul öncesi eğitimde fırsat eşitsizliğinin olduğu göstermektedir. Bu çalışmada, Türkiye’de okul öncesi eğitimde fırsat eşitsizliğini azaltmaya yönelik Millî Eğitim Bakanlığı (MEB) bünyesinde yürütülen projeler ele alınmakta ve son yıllarda uygulanan destekler hakkında bilgiler sunmaktadır. Çalışmada ikincil veri kaynakları (YÖK’ün tezlerle ilgili veri tabanları, raporlar, makaleler, elektronik ortamda kayıtlı olan veriler, bildiriler vb.) taranarak betimsel analiz yapılmıştır. Bu bağlamda eğitimde eşitsizliği azaltmak için uluslararası kalite standartlarına uyumlu eğitim programına ve ebeveynlerinde dahil olacağı kapsamlı projelere ihtiyaç duyulmaktadır.
