Rethinking Public Relations in Public Sector

Abstract

The trend of evaluation of public relations within business administration discipline as a management tecnique by an instrumental approach has prevented the understanding of all aspects the role of public relations in public administration. Due to the property of belonging to the state, public administration has a political character. In this study, public relations has tackled as a political entity by a critical approach and been examined with the aspects of political and administrative. Causal explanations and the function of participation in public administration of public relations is aimed to attract attention

Abstract

Halkla ilişkileri, araçsal yaklaşımla bir yönetim tekniği olarak işletme disiplini içinde değerlendirme eğilimi, halkla ilişkilerin kamu yönetimindeki işlevinin tüm boyutlarıyla anlaşılmasını engellemektedir. Kamu yönetimi, devlete ait olma özelliği nedeniyle, siyasal bir niteliğe sahiptir. Bu çalışmada, halkla ilişkiler siyasal bir varlık olarak eleştirel bir yaklaşımla ele alınmış, siyasal ve yönetsel boyutlarıyla incelenmiştir. Halkla ilişkilerin, nedensel açıklamalarına ve yönetime katılma işlevine dikkat çekilmesi amaçlanmıştır
