Ceza İnfaz Kurumlarında Diyabet Yönetimi

Abstract

Özet: 

Birçok ülkede ölüme neden olan hastalıklar içinde beşinci sırada yer alan diyabet, günümüzde çok büyük bir sağlık sorunu haline gelmiştir. Diyabetin toplumun her kesiminde önlenmesi için azami gayret gösterilmeli ve bunun sağlanabilmesi için de toplu yaşam alanlarına özel önem verilmesi gerekmektedir. Bu toplu yaşam alanlarından, hem fiziki koşulları hem de sağlık erişimi anlamında daha zor şartlar altında bulunan ceza evlerinde diyabet yönetimi daha özel önem arz etmektedir.

Türkiye’de ise Sağlık Bakanlığı ıslah evleri de dahil toplumun her kesiminde diyabeti önlemek amacı ile 2010 yılında ‘’Türkiye Diyabet Önleme ve Kontrol Programı’’ adı altında “DİABTÜRK” çalışmalarını başlatmıştır.

25.05.2010 tarihinde yürürlüğe giren Aile Hekimliği Uygulama Yönetmeliği’nin 6. maddesi gezici ve yerinde sağlık hizmetlerini düzenlemektedir. Bu yönetmelikte aile hekiminin genel görev, yetki ve sorumlulukları ile birlikte cezaevi, çocuk ıslahevi, huzurevi, korunmaya muhtaç çocukların barındığı çocuk yuvaları ve yetiştirme yurtları gibi toplu yaşanılan yerlerde verilecek, yerinde aile hekimliği hizmetlerinin usul ve esasları düzenlenmektedir.

Aile hekimleri birinci basamak hizmetlerindeki eşsiz rolleri nedeni ile cezaevleri gibi toplu yaşanılan alanlarda hastalık yönetimleri hususunda bilgi ve beceri sahibi olmalıdırlar.

MANAGEMENT OF DIABETES IN CORRECTIONAL INSTITUTIONS

Abstract

Diabetes has become a major health care challenge, being
the fifth most common cause of death in many countries.
Maximum effort must be spent in order to prevent diabetes in all members of the society and special attention
should be paid to public areas in order to achieve this. The
correctional institutions have more difficult conditions in
terms of both physical conditions and access to health care, thus require special attention.
Turkish Ministry of Health initiated “Turkey Diabetes Prevention and Control Program” under the name of DIABTURK
in 2010, with the major aim of prevention of diabetes in all
levels of the society, including correctional institutions.
Sixth article of “Family Medicine Practice Guide” that was
put into action in 25th May, 2010 is on regulation of mobile and onsite health care services. Besides general duties, powers and responsibilities of family physicians, this
guide also involves regulations on provision of health care
services in settings, such as correctional institutions, nursing homes, orphanages and kindergartens in which vulnerable children are sheltered.
Family physicians must have knowledge and skills about
chronic disease management at public spaces, such as
correctional institutions, because of the unique role they
have in primary care services.
