In 2019, we faced with the Covid-19 epidemic that shook the world deeply and forced humanity to create a new order. In this study, it was aimed to develop a valid and reliable attitude scale against the Covid-19 outbreak. The recent study was conducted on the basis of quantitative research method. The sample group of the study consists of 840 participants covering many different age groups. After the literature review for the scale that was planned to be developed, 35 scale expressions were prepared by the researchers, 5 items were removed in line with the expert opinions and necessary corrections were made for the remaining items. The draft form of the scale, which was controlled and piloted in terms of language and expression, was finalized and presented to the participants who participated in the research. The data obtained from the participants were evaluated using SPSS and LISREL programs. Exploratory factor analysis and confirmatory factor analysis in controlling the construct validity of the scale; Cronbach alpha internal consistency coefficient analysis was used to determine the reliability of the scale. In addition, the correlation values of the factors were calculated in order to reveal the relationship between the factors. It was decided by exploratory factor analysis that the scale was a structure with 3 factors and 19 items. After confirmatory factor analyzes, it was confirmed that the scale prepared was in a 3-factor structure, and it was determined that the fit indices showed an acceptable and perfect fit. Cronbach alpha internal consistency coefficient value was determined as 0.914. In the framework of the research, a 5-point Likert type "Attitude Scale Against Covid-19 Pandemic", which consists of 19 items with 3 factors, has been put forward. It has been determined that the attitude scale developed is a valid and reliable scale that can be applied to a wide range of age groups.
